CMCOM provides construction management, project controls, scheduling, estimating, inspection, and owner’s representative services for public-sector and infrastructure clients across the region.
About the Role
CMCOM is seeking a talented, driven, and detail-oriented Senior Construction Scheduler / Project Controls Specialist to support major capital projects and public infrastructure assignments. The selected candidate will support schedule management, cost and schedule performance analysis, project controls reporting, milestone tracking, contractor oversight, and coordination with project managers, contractors, stakeholders, consultants, and agency representatives.
This role is ideal for a professional with strong Primavera P6 scheduling experience, project controls knowledge, and the ability to work in a fast-paced, high-impact public-sector infrastructure environment.

General Skill and Knowledge Requirements
·  In-depth knowledge of project controls processes, including scheduling, cost control, performance reporting, variance analysis, and project tracking.
·  Strong understanding of CPM scheduling methodologies, earned value management, schedule logic, float analysis, delay analysis, and project controls best practices.
·  Ability to support multiple concurrent projects with limited resources.
·  Mastery of project scheduling tools, contractor oversight, performance tracking, and schedule reporting in a capital infrastructure setting.
·  Familiarity with capital planning, cost-benefit analysis, program evaluation, risk management, and schedule risk protocols.
·  Strong interpersonal, problem-solving, negotiation, and decision-making skills.
·  Excellent verbal and written communication skills in both team-based and independent work environments.
·  Ability to prepare formal reports, presentations, schedule narratives, dashboards, and executive-level project updates.

Key Responsibilities
Schedule Management and Primavera P6

·  Develop, maintain, and update detailed project schedules using CPM scheduling methodologies.
·  Maintain and update project schedules using Oracle Primavera P6, Version 21 or newer.
·  Collaborate with project managers, subcontractors, consultants, contractors, and stakeholders to ensure schedule accuracy and alignment.
·  Monitor project scope, schedule, and cost status; enter, validate, and maintain project coding structures within Primavera P6.
·  Perform critical path analysis, float analysis, logic reviews, schedule risk assessments, milestone tracking, and look-ahead planning.
·  Generate milestone reports, schedule narratives, logic analysis, and look-ahead documentation.
·  Attend and contribute to weekly workload, progress, and coordination meetings.
·  Proactively identify scheduling conflicts, slippage, acceleration needs, and potential project delays.

Project Controls and Performance Reporting

·  Deliver scheduling and cost control services across multiple capital projects.
·  Provide PMO support by analyzing project performance, schedule status, control metrics, and delivery trends.
·  Perform cost and schedule variance analysis to identify project delivery risks and concerns.
·  Analyze project start dates, end dates, durations, milestone movement, and lifecycle schedule performance.
·  Monitor budget deviations, schedule acceleration, delays, procurement status, and settlement data.
·  Prepare detailed monthly reports tracking variance, procurement status, schedule progress, and project performance.
·  Contribute to development, maintenance, and reporting for capital delivery dashboards.
·  Recommend process improvements to improve project tracking, schedule controls, reporting systems, and management visibility.
·  Assist with onboarding and training new project controls staff.

Schedule Analysis, Delay Support, and Claims

·  Prepare and present schedule progress reports, look-ahead schedules, and delay impact analyses.
·  Support claims analysis, time impact analysis, change order reviews, and dispute-related schedule evaluations.
·  Review contractor schedule submissions for reasonableness, logic, sequencing, progress, and compliance.
·  Support forensic scheduling, delay analysis, and recovery schedule evaluations as needed.
·  Integrate cost-loaded and resource-loaded schedules to support broader project controls efforts.

Minimum Qualifications
·  Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Engineering, Accounting, Economics, Business Administration, or a related field required.
·  Minimum 5+ years of construction scheduling experience on large-scale commercial, civil, transit, public works, or infrastructure projects.
·  Minimum 1-3 years of direct project controls experience, including cost and schedule reporting.
·  Minimum 2+ years of hands-on Primavera P6 experience, Version 21 or newer.
·  Proficiency in Primavera P6 and/or Microsoft Project required.
·  Advanced proficiency in Microsoft Excel, Microsoft Office Suite, Word, Outlook, PowerPoint, MS Project, Adobe Acrobat, and related reporting tools.
·  Strong understanding of CPM scheduling, earned value management, project controls, milestone tracking, schedule delay analysis, and construction sequencing.
·  Familiarity with public-agency capital program delivery processes preferred.
Preferred Qualifications
·  PMP certification, PMI-SP, PSP, technical certification, or related scheduling/project controls credential is a plus.
·  Experience supporting large-scale transit, transportation, aviation, facilities, infrastructure, or public-sector capital projects.
·  Experience with schedule delay analysis, forensic scheduling, claims support, and time impact analysis.
·  Experience preparing executive dashboards, monthly reports, project controls metrics, and capital delivery reporting.
·  Experience with infrastructure estimating standards, cost-loaded schedules, resource-loaded schedules, or capital program controls preferred.
·  Prior experience supporting public agency, transit, transportation, or infrastructure projects is strongly preferred.
·  Senior-level candidates with 10+ years of estimating, scheduling, or project controls experience on large-scale transit/infrastructure projects are strongly preferred.

·  Candidate must be available for hybrid work in New York, NY, with project-related site visits as required.
·  Candidate must be able to commute to New York, NY, and attend project-related site visits as required.
