Snowcreek Consulting is supporting a DoD Client that is seeking a Secret-level cleared Project Manager. This role serves as a project manager who facilitates the implementation/delivery of internal agency projects and customer-funded initiatives from initiation to full operational capability. This involves applying project management framework, liaising with stakeholders across the agency to achieve project outcomes, ensuring accreditation of delivered systems, and completing transition packages to appropriately handoff projects to operational owners. Projects range from cloud migrations, to new infrastructure buildout, to enterprise software deployment, to O/S upgrades, across classified and unclassified networks/systems. RESPONSIBILITIES/QUALIFICATIONS:
• Takes a consultative, customer-focused, team-oriented approach to finding solutions to customer challenges/needs
• Oversee all aspects of the project in a matrixed organization
• Facilitates requirements-gathering, navigating requirements collection from a variety of stakeholders. Documents requirements using a variety of tools, including work breakdown structures and requirements traceability matrices
• Analyze new and complex project-related problems and create innovative solutions that incorporate schedule, technology, methodology, tools, and solution components of the project
• Build and maintain appropriately sequenced, complex project schedules in Microsoft Project/Project Server using schedule templates. Apply named resources to the schedules; demonstrate critical path linkage.
• Develop or update documentation using Government-approved templates
• With guidance from Accreditation team, apply DoD’s Risk Management Framework to ensure accreditation of systems
• With guidance from the Business Office, develop cost estimates for projects and track project costs.
• Brief mid to senior-level leaders and report initiative status in the Weekly Activity Report and at the monthly IPR, using Microsoft Project Server-based briefing information
• Identify, analyze, and track project risk; develop mitigation strategies. Escalate risks/issues to senior leadership.
• Proficiency in using the Microsoft Office suite, particularly, MS PowerPoint; proficiency in using Adobe Acrobat DC EDUCATION/EXPERIENCE:
• Bachelor's Degree in a related technical discipline
• Minimum 7 years of project management experience REQUIRED SKILLS:
• Comfortable asking questions of technical experts to clarify or confirm understanding
• Outstanding written and verbal communication skills
• Strong customer service skills
• Detail-oriented; able to parse and organize information in a clear and direct manner
• Have a flexibility in perspective when approaching unfamiliar work scenarios; ability to think on their feet and respond professionally
• Exposure to foundational IT constructs, including cloud-based computing, database and server applications, transport, networking, and MS Windows/Linux servers CLEARANCE REQUIRED: SECRET DESIRED SKILLS:
• Experience using Microsoft Project/Project Server and Visio
• PMP certified
