Senior Manager, MOC and External Coordination

Position ย Summaryย 

ย reporting to the Senior Director, C3ย (Communication, Command, Coordination) within the Operational Planning team,ย ย theย Sr. Manager, Main Operations Center and External Coordinationย is responsible forย theย design andย implementationย of the operational frameworkย ofย the Main Operations Centerย (MOC)ย which will be the central hub forย operations duringย the LA28 Olympic and Paralympic Games.ย ย The MOCย will beย the fusion center of the Games, connecting all operational sites, functional areas, stakeholders, and delivery partners.ย The term delivery partners refers to all the partner organizations that are a part of delivering the Games, including local and state agencies, contractors and service providers.ย 

As the Sr. Manager, Main Operations Center and External Coordinationย , this role will be responsible for:ย ย 

  • Main Operations Center (MOC): Prior to the Games, be a primaryย project ownerย forย managingย the design, construction, and implementation of the MOC layout as well as its internal processes and procedures. During the Games, serve a critical role within the MOC Management Team, the central hub for Games-time operations that is connected to all competition and non-competition venues, and partner operations centers.ย ย 
  • External Coordination:ย In coordination with Federal, State, County, City and delivery partners,ย development of theย information sharing processesย andย externalย Governance forย the LA28ย Olympic and Paralympic Games.ย ย ย 
  • Operational framework and structures:ย establish the physical and functionalย structuresย ย of how LA28 and its delivery partners willย seamlessly operateย for Games-time operationsย 
  • Information-sharing:ย recommendย what and how information will be shared across the Games delivery ecosystemย (100+ operational sites across different municipalities and regions).ย Thisย willย includeย developingย information sharing systemsย that the MOC will operate through during Games time.ย ย ย 
  • Decision-making:ย distilling inputs to provide actionable informationย to facilitateย decision makingย atย tactical,ย operational,ย and strategic levels.ย 
  • Issue resolution:ย developingย the process and systems for issueย escalation andย resolutionย during Games operations.ย 
  • Situation response:ย supportย the process for managing and responding to incidents and exceptional situations.ย 

Keyย Responsibilitiesย 

Serve as primaryย project manager forย Main Operations Center (MOC)ย ย 

  • In coordination with functional areas and delivery partners, plan the layout for the MOC that maximizes efficiencies and headcount.ย 
  • Guide the construction and scaled buildout of the MOC to utilize its operation for training and exercises.ย 
  • Develop standard operating procedures and trainings for MOC positions during Games operations.
  • Enhance staffing and workforce discussions to ensure that each position and the MOC as a whole is staffed and rostered appropriately.
  • Thorough robust coordination with external delivery partners, develop Governance and information processes.
  • Ensure clear and consistent application of C3 principles across drafted external materials Create information sharing and issue resolution processes across multi-disciplinary operational centers activated for LA28 Olympic and Paralympic Games.
  • Establish integrated external delivery partner across delivery domainsย 

Design the operational framework and structures:ย 

  • In coordination with external delivery partners,ย planย and implementย anย organizational blueprintย and integration plansย for Games-timeย communication,ย command andย coordination, integrating input fromย internal functional areas.ย 
  • Define roles, responsibilities, and reporting lines across LA28 and partners to ensure operational clarity and effectiveness.ย 
  • Facilitate alignment workshops to ensure all stakeholders understand and adopt the framework.ย 

Define information-sharing processes:ย 

  • Identifyย and solidifyย critical information flows and touchpoints within the Games delivery ecosystem.ย 
  • Developย protocols for timely, accurate, and secureย information-sharingย between LA28ย and delivery partners.ย 
  • Select, implement, and oversee digital information systems for real-time operations management (e.g., dashboards,ย issue management system).ย 
  • Create documentation and training materialsย to support ensureย information-sharing standards are understood and followed.ย 

Define decision-making processesย 

  • In coordination withย internal functional areas, developย ย escalation paths andย thresholdย criteriaย for criticalย information.ย 
  • Develop decision matrices and criteria for routine and urgent Games-time decisions.ย 
  • Facilitate cross-functionalย alignment on decision-making protocols and ensure buy-in from all partners.ย 
  • Document and communicate decision processes and outcomes, serving as a central reference for the organization.ย 

Define issue resolution and situation response processesย 

  • Planย and implement standardized issue escalation and resolution processes.ย 
  • Refine incident and exceptional situation response protocols for potential scenarios, of varying magnitude.ย 

Background and Requirementsย 

  • Minimum ofย 7+ yearsย in major events or complex operational environments requiring the setup of command centers at a large scale.ย 
  • Experienceย working in,ย and preferably, building operational centersย or facilities.ย ย 
  • Demonstrated experienceย engaging broad stakeholder groups and achievingย cross-functionalย alignment.ย 
  • Proven ability to manage multiple priorities and deliver results within tight timelinesย 

Physicalย Requirementsย and Working Conditionsย 

  • Available to work onsite in our Downtown Los Angeles-based officeย 
  • Majority of the work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipmentย 
  • Ability to travel occasionally to different venues across the Los Angeles region and possibly outside the Greater Los Angeles region.ย 
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environmentย

The annual base salary range for this position is $105,000 - $140,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.ย
