CHA Consulting, Inc. is seeking a Sr. Highway Project Manager to join our Highway & Rail Team in Keene, NH;  Burlington, MA; or Boston, MA. In this role, you will provide strategic leadership and technical oversight across a diverse portfolio of highway projectsโ€”supporting collaboration, driving best practices, and ensuring successful project delivery. This is an opportunity to apply your experience in a meaningful way, lead impactful initiatives, and help advance safe, efficient, and sustainable highway systems that serve communities today and into the future.

This position offers remote capabilities; however, occasional on-site responsibilities are required.


  • Manage all aspects of highway project delivery, including scope, budget, schedule, and client relationships, while thoroughly understanding project risks and financial measures
  • Serve as a โ€œseller/doer,โ€ developing work with specific clients and leading marketing plan development for target market areas
  • Lead and mentor other Project Managers, setting vision and strategy, and supporting professional growth across the team
  • Prepare proposals, project plans, extra work authorizations, and project closeout documents
  • Track and oversee multiple projects, ensuring quality control and compliance with company standards
  • Play a key role in client contract interpretation and relationship management, ensuring all client needs are met
  • Provides technical development and facilitates external presentations to clients, the general public, regulatory agencies, etc.

  • Bachelorโ€™s degree in Civil Engineering required; Masterโ€™s degree preferred
  • Minimum of 15 years of progressive engineering experience; minimum of 8 years of project management experience required
  • Professional Engineer (PE) license required
  • NHDOT and/or MassDOT experience strongly preferred
  • Expert knowledge of engineering fundamentals and specialty areas
  • Advanced proficiency in engineering software as well as Microsoft Office
  • Knowledge of MS Project and Deltek Vision preferred
  • Deep understanding of QA/QC procedures, business practices, and transportation regulations
  • Proven ability to lead teams, manage client relationships, and oversee project accounting processes
  • Experience preparing proposals and project documentation as well as interpreting client contracts
  • Active participation in professional engineering societies/organizations preferred
  • Ability to travel up to 20%
