Responsibilities:

The Project Manager will support Barrow Wise's State of Maryland Department of General Services (DGS) project and perform the following duties:

  • Perform day-to-day management of activities about the non-functional technical deliverables of the project.
  • Identify issues and risks and recommend possible issues and risk mitigation strategies.
  • Facilitate State agency and Contractor discussions/meetings.
  • Ensure that performance is within scope, consistent with requirements, and delivered on time and within budget.
  • Identify critical paths, tasks, dates, testing, and acceptance criteria.
  • Form the strategy and roadmap for operating systems platform and architecture.
  • Influence the business and development teams on future architecture.
  • Work with other IT and business teams for technology impacts across the enterprise and formulate strategy.
  • Provide solutions to improve efficiency (e.g., reducing costs while maintaining or improving performance levels).
  • Mentor architects, developers, and analysts of all levels in industry best practices, procedures, and concepts.
  • Monitor issues and provide resolutions for up-to-date status reports.
  • Demonstrate excellent writing and oral communication skills.

An ideal candidate has the following:

  • U.S. Citizenship
  • Bachelor's degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or a related discipline.
  • Project Management Professional (PMP) certification from PMI.
  • Information Technology Infrastructure Library (ITIL) certification.
  • Minimum of five (5) years of experience in project management.
  • Minimum of five (5) years of experience in managing IT-related projects.
  • Minimum of three (3) successful projects that were delivered on time and within budget, including a project similar in size to the State of Maryland enterprise-wide implementation.
  • Minimum of five (5) years of experience designing Enterprise Architecture (i.e. Infrastructure, Technology, and Application) for integrated applications for an organization of equal or greater size.
  • Minimum of three (3) years of experience managing projects with an organizational change management component that involves working with stakeholder groups across the organization.
  • Minimum of five (5) years of experience using PMI's PMBoK methodologies and artifacts.
