What is a project manager scrum master?

Project Manager Scrum Masters are professionals who combine the roles of traditional project management with the responsibilities of a Scrum Master in Agile teams. They oversee project planning, execution, and delivery while also facilitating Scrum ceremonies, removing obstacles, and fostering team collaboration. Their goal is to ensure that projects are completed on time and within scope, while also supporting Agile best practices and continuous improvement within the team.

What are the key skills and qualifications needed to thrive as a project manager scrum master?

To thrive as a Project Manager Scrum Master, you need a solid understanding of Agile methodologies, project management principles, and a relevant certification such as Certified ScrumMaster (CSM) or PMI-ACP. Familiarity with project management tools like Jira, Trello, or Asana and experience with Agile frameworks are typically required. Outstanding communication, facilitation, and conflict resolution skills set exceptional Scrum Masters apart. These skills ensure teams are productive, projects stay on track, and Agile values are upheld for continuous improvement.

How do project manager scrum masters balance facilitating agile processes with managing stakeholder expectations?

Project Manager Scrum Masters often juggle the dual responsibilities of guiding scrum teams through agile ceremonies and ensuring stakeholders are informed and aligned on project progress. This involves frequent communication, transparent reporting, and effective backlog management to prioritize work that delivers business value. They typically set clear expectations with stakeholders about agile timelines and adapt plans as needed based on team velocity and feedback. Success in this role requires both strong facilitation skills and the ability to navigate competing priorities in a collaborative environment.

Project Manager / Construction Manager — BlackHorse LLCFull-Time | In-Office & In-Field | Brookfield, CT + project sites across CT, NY, and NJ
About BlackHorseBlackHorse LLC is a full-service design-build general contractor with 35+ years of experience delivering residential, commercial, and government construction projects. We are proudly:
  • Service-Disabled Veteran-Owned Small Business (SDVOSB)
  • State of Connecticut Certified Native American Minority Business Enterprise (MBE)
From high-end residential remodels to multi-million-dollar federal renovations at the VA Connecticut Healthcare System, the Naval Submarine Base in Groton, Danbury Federal Prison, and the James J. Peters VA Medical Center — integrity is our business, and it shows on every project we deliver.
The RoleThis is a hybrid Project Manager / Construction Manager position — the seat that covers the space between a traditional PM and a Superintendent. You own projects end-to-end: in the office running the budget, the schedule, the contracts, and the owner communication, and on the jobsite running crews, coordinating subs, and making sure the work gets built right, safely, and on time.
You'll run a mix of residential, commercial, and federal projects — from high-end interior remodels to tenant improvements to multi-million-dollar renovations on active federal installations. You'll report directly to ownership and be given real autonomy to run your jobs.
What You'll OwnPreconstruction & Project Setup
  • Partner with estimating on scope review, constructability feedback, and buyout.
  • Prepare and manage the master project schedule in MS Project (or equivalent).
  • Execute subcontracts, purchase orders, submittals, and procurement in Procore.
  • Develop site logistics plans, mobilization plans, and quality/safety programs tailored to each job type.
Field Operations & Superintendent Duties
  • Run daily jobsite operations: crew deployment, subcontractor coordination, materials, equipment, and deliveries.
  • Produce 3-week look-ahead schedules and daily reports; keep the job tracking to the master schedule.
  • Walk the site daily for quality, safety, and progress; lead toolbox talks and enforce OSHA standards.
  • Coordinate inspections with AHJs, building officials, owners, and federal representatives.
  • Manage punchlist and turnover; own project closeout (as-builts, O&M manuals, warranties).
Project Management & Owner-Facing Duties
  • Serve as the primary point of contact for owners, architects, engineers, and tenant reps.
  • Own the project budget: job cost tracking, forecasts, and WIP; flag risk early and protect margin.
  • Manage RFIs, submittals, change orders, and pay applications through Procore.
  • Run regular OAC meetings; keep meeting minutes, action items, and the risk register current.
  • Partner with the Business Manager on AIA billings, subcontractor compliance, and lien waivers.
Residential, Commercial, and Federal Work
  • Residential: manage high-end remodels, additions, kitchens, baths, and new builds with homeowner-facing communication and designer/architect coordination.
  • Commercial: deliver tenant improvements, medical, hospitality, and office buildouts — including phased and after-hours work.
  • Federal: execute USACE, NAVFAC, VA, and GSA projects with full compliance: Quality Control Plans (QCP), Accident Prevention Plans (APP), EM 385-1-1 safety, Davis-Bacon / certified payroll, RMS3 / ProjNet, and site badging/clearance processes.
What We're Looking For (Required)
  • 5+ years of hands-on experience as a Project Manager, Superintendent, or combined PM/Super on commercial or federal construction projects.
  • Proven ability to run a project end-to-end — from preconstruction through closeout — both in the office and on the jobsite.
  • OSHA 30 certification (current).
  • Proficiency in Procore, Microsoft Project, and Bluebeam Revu.
  • Strong grasp of construction means and methods across multiple trades (carpentry, MEP, finishes, sitework).
  • Ability to read and interpret construction drawings, specifications, and shop drawings.
  • Excellent written and verbal communication; comfortable leading OAC meetings and writing clear RFIs and daily reports.
  • Valid driver's license, clean driving record, and willingness to travel to project sites.
Preferred
  • Direct experience on federal construction projects (USACE, NAVFAC, VA, DOD, GSA).
  • USACE CQM-C (Construction Quality Management for Contractors) certification.
  • EM 385-1-1 familiarity and prior QCM / SSHO experience.
  • PMP (Project Management Professional) or CCM (Certified Construction Manager).
  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related field.
  • Ability to obtain a federal security clearance or base access credentials.
  • Bilingual English/Spanish.
Why BlackHorse
  • Real ownership of your projects — you run the job, you make the calls, you get the credit.
  • Direct line to ownership — no layers of middle management slowing you down.
  • Diverse project mix — residential, commercial, and federal work keeps the job interesting and builds every skill in your toolbox.
  • Veteran-owned, integrity-first culture — 35+ years of reputation built on doing the right thing.
  • Stability + growth — locally owned with national reach and a strong backlog.
How to ApplySubmit your resume and a short note describing the most complex project you've personally run end-to-end — what it was, what your role was, and what you'd do differently next time.
BlackHorse LLC is an Equal Opportunity Employer and a proud SDVOSB and CT-certified MBE. We welcome applicants of all backgrounds, including veterans and military spouses.
