Job description

VetsEZ is seeking a Scrum Master / Business Analyst to support an enterprise Department of Veterans Affairs (VA) initiative focused on reducing and ultimately eliminating the use of Social Security Numbers (SSNs) within critical VistA applications and business processes.

The initiative will assess and remediate SSN usage across ADT, PCE, AICS, Record Tracking, and VistA Audit Solutions, including workflows, user interfaces, reports, audit records, and related data-handling processes. The project will reduce exposure of sensitive Personally Identifiable Information (PII), transition applicable processes toward approved enterprise identifiers, and support alignment with Federal security and privacy requirements.

Responsibilities:

  • Serve as Scrum Master and Agile facilitator for the multidisciplinary project team.
  • Facilitate daily stand-ups, Sprint Planning, backlog refinement, Sprint Reviews, Retrospectives, and other Agile ceremonies.
  • Coach team members on Scrum principles, Agile practices, collaboration, transparency, and continuous improvement.
  • Identify, track, and help remove impediments affecting team delivery.
  • Partner with the Product Owner and technical leads to maintain a prioritized, actionable product backlog.
  • Track sprint progress, commitments, dependencies, risks, and delivery outcomes.
  • Support project leadership with status reporting, delivery metrics, risk identification, and issue escalation.
  • Analyze current-state workflows, reports, user interfaces, audit processes, and data-handling activities to identify SSN usage and dependencies.
  • Facilitate requirements elicitation sessions with Government stakeholders, end users, Product Owners, developers, security teams, and other subject matter experts.
  • Develop clear business and technical requirements supporting SSN removal and transition to approved enterprise identifiers.
  • Translate requirements into actionable user stories, acceptance criteria, process flows, and backlog items.
  • Conduct gap analyses and document current-state and future-state business processes.
  • Ensure requirements are complete, testable, traceable, and aligned with project objectives.
  • Facilitate communication between business stakeholders, technical teams, QA personnel, and Government leadership.
  • Collaborate with technical leads to validate requirement feasibility and identify technical dependencies.
  • Partner with QA personnel to develop acceptance criteria, test scenarios, and User Acceptance Testing approaches.
  • Support User Acceptance Testing by coordinating business stakeholders and validating that delivered functionality meets approved requirements.
  • Facilitate requirements clarification and support timely resolution of scope, design, and implementation questions.
  • Ensure requirements appropriately address PII/PHI protection, SSN reduction, and applicable privacy and security objectives.
  • Work with security and privacy stakeholders to incorporate applicable NIST and VA compliance requirements into project requirements and acceptance criteria.

Requirements:

  • Bachelor's degree in Business, Information Systems, Healthcare Administration, Information Technology, or a related field, or equivalent experience.
  • 3+ years of experience serving as a Scrum Master, Business Analyst, or combined Scrum Master/Business Analyst within healthcare IT or complex enterprise environments.
  • Demonstrated experience eliciting, analyzing, documenting, and managing business and technical requirements.
  • Experience developing user stories, acceptance criteria, workflow diagrams, process maps, and gap analyses.
  • Experience facilitating Agile ceremonies and supporting Scrum-based software development teams.
  • Experience collaborating with technical, business, QA, and customer stakeholders throughout the software development lifecycle.

  • Knowledge of PII/PHI handling, HIPAA, NIST SP 800-53, FISMA, and Federal privacy requirements.
  • Experience supporting application modernization, privacy remediation, or sensitive-data reduction initiatives.

  • U.S. Citizenship is required.
  • All selected candidates must successfully complete a background check.
  • Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.
