Project ManagerPosition Overview

The Project Manager (Consultant) will report to the Program Manager within the Capital Program Delivery Unit of the Port Department. This role is responsible for managing a portfolio of capital improvement projects from project initiation through design, procurement, construction, and closeout. The ideal candidate will have strong experience managing complex infrastructure or facility projects, coordinating with diverse stakeholders, and ensuring successful project delivery within scope, schedule, and budget.

Key Responsibilities
  • Manage a portfolio of civil, structural, electrical, architectural, and environmental capital projects, including marine terminals, intermodal facilities, roadways, buildings, utility infrastructure, and other port-related facilities.

  • Lead projects through all phases of delivery, including planning, design, permitting, bidding, construction, commissioning, and closeout.

  • Develop project plans, establish priorities, manage risks, monitor budgets and schedules, and ensure successful project execution.

  • Coordinate design and construction activities while resolving technical, operational, and stakeholder issues.

  • Prepare and present project updates, status reports, project scopes, authorization documents, briefing materials, and executive presentations.

  • Collaborate with Port facility staff, engineering and construction teams, tenants, consultants, contractors, and regulatory agencies.

  • Conduct monthly site visits to Port facilities to monitor project progress and engage with stakeholders.

  • Obtain all required permits, approvals, and agreements from applicable regulatory authorities.

  • Manage projects in accordance with the Port Authority's capital approval process to secure funding and achieve key project milestones.

  • Ensure compliance with applicable construction standards, safety requirements, environmental regulations, and industry codes.

Minimum Qualifications
  • Bachelor's degree in Engineering, Architecture, Project Management, Construction Management, or a related discipline from an accredited institution.

  • Minimum of five (5) years of experience managing capital improvement, infrastructure, port development, or facility construction projects.

  • Working knowledge of governmental regulations, including environmental permitting requirements.

  • Valid driver's license.

  • Ability to successfully pass a Federal Security Background Check and obtain a Transportation Worker Identification Credential (TWIC) as required by the U.S. Department of Homeland Security.

Preferred Qualifications
  • Professional Engineer (PE) license or Registered Architect (RA) license in New York or New Jersey.

  • Project Management Professional (PMP) certification.

  • Experience managing waterfront, marine, or port infrastructure projects.

Required Experience & Skills
  • Proven ability to successfully manage multiple concurrent projects while meeting schedule, budget, and quality objectives.

  • Strong experience in project planning, budgeting, scheduling, risk management, and construction coordination.

  • Experience working with cross-functional teams, executive leadership, government agencies, consultants, contractors, and other external stakeholders.

  • Demonstrated ability to negotiate, resolve project conflicts, and maintain project schedules among multiple stakeholders.

  • Experience managing projects within active transportation or operational environments.

  • Experience overseeing projects involving civil construction, transportation infrastructure, roadways, bridges, parking facilities, utility infrastructure, paving, demolition, and building improvements.

  • Strong understanding of construction standards, engineering principles, and applicable industry codes.

  • Excellent communication, leadership, organizational, and problem-solving skills.
