Job description

Pay: $145,000.00 - $150,000.00 per year
Job Summary: Technical Project Manager
Constellation seeks a Technical Project Manager who will be leading process design, requirements gathering, documentation, and cross-functional coordination to support automation development initiatives supporting acquisition and budgeting/financial processes. The Manager will collaborate with an automation developer and a requirements analyst to document workflows, define business and system requirements, and ensure solutions align with stakeholder needs. The role also serves as Scrum Master, managing the Jira board, facilitating sprint ceremonies, and driving timely delivery of project deliverables. The Project Manager will play a key role in stakeholder engagement, training, change management, and adoption of new tools such as dashboards, automations, and integrated enterprise applications.
Key Responsibilities:
  • Lead planning and roadmap development for complex technical solutions, coordinating releases against sprint cycles
  • Serve as Scrum Master, managing Agile ceremonies, maintaining the Jira backlog, and ensuring delivery of sprint commitments.
  • Lead business process analysis, requirements gathering, and documentation in alignment with federal program objectives and compliance standards.
  • Collaborate with technical, automation, and data teams to design and implement enterprise solutions supporting mission and operational goals.
  • Translate business needs into functional and technical requirements, ensuring traceability throughout the project lifecycle via a Requirements Traceability Matrix.
  • Develop process maps, user stories, and standard operating procedures to support solution development and implementation.
  • Coordinate with cross-functional stakeholders, including program managers, contracting officers, and technical leads, to ensure alignment on priorities and deliverables.
  • Support organizational change management, communication, and training for system and process rollouts.
  • Prepare project documentation, dashboards, and status reports, including creation of Standard Operating Procedures (SOPs) to document current and future state processes
  • Identify risks and recommend mitigation strategies to maintain compliance and program success.
The ideal candidate must have the following experience, background, and credentials:
  • 5+ years experience as a business analyst, project manager, or product owner supporting technical teams
  • 2+ years experience facilitating Agile ceremonies (e.g., sprint planning, retrospectives) and managing work items in Jira or similar tools
  • Strong experience in documenting business processes, technical requirements, user stories, and acceptance criteria for automation, data pipelines, and enterprise applications
  • Demonstrated ability to lead stakeholder meetings, gather cross-functional input, and communicate between technical and non-technical teams
  • Experience developing or delivering training materials and user guides for technical platforms such as dashboards, portals, or data automation tools
  • Familiarity with Microsoft Power Platform tools (Power BI, Power Apps, Power Automate) is preferred
  • Familiarity with acquisition, financial management, or budget planning is preferred
