Reports To: Operations Manager / General Manager

Position Summary

The Resource Manager serves as the strategic leader responsible for workforce planning, skilled trades recruiting, labor allocation, and field resource optimization across industrial maintenance, mechanical, shutdown, turnaround, outage, and capital project operations.

This role is responsible for ensuring the right personnel are deployed to the right projects at the right time while maintaining a highly skilled, productive, and customer-focused workforce. The Resource Manager works closely with Operations Leadership, Project Managers, Superintendents, Human Resources, Recruiting, and customers to align workforce availability with current and future business demands.

Beyond workforce scheduling, this position plays a critical role in developing and maintaining a robust pipeline of skilled industrial craft professionals to support sustained growth, project readiness, and operational excellence.

This position requires excellent organizational skills, the ability to manage changing priorities, and strong communication with both field personnel and management.

Essential Responsibilities

  • Coordinate the daily and long-term scheduling of craft professionals, supervisors, and field personnel across multiple job sites.
  • Balance workforce utilization to maximize productivity while minimizing downtime and overtime.
  • Collaborate with Project Managers and Superintendents to forecast labor requirements for upcoming projects, shutdowns, and turnarounds.
  • Monitor staffing levels and proactively identify workforce shortages or surpluses.
  • Partner with Human Resources and Recruiting to identify hiring needs and onboard new employees.
  • Maintain employee skill matrices, certifications, licenses, and training records to ensure qualified personnel are assigned appropriately.
  • Ensure compliance with customer-specific requirements, safety standards, and company policies before assigning employees to projects.
  • Coordinate travel, lodging, and mobilization logistics for field personnel when required.
  • Track employee availability, PTO, rotations, and project completion dates.
  • Assist with workforce planning during outages, emergency callouts, and scheduled maintenance events.
  • Communicate schedule changes promptly to project teams and field employees.
  • Generate reports related to workforce utilization, staffing forecasts, labor availability, and project assignments.
  • Support employee development by identifying training opportunities and career progression within the organization.
  • Maintain accurate records within workforce management and scheduling software.
  • Build positive working relationships with customers, project teams, and employees to ensure staffing needs are met efficiently.

Qualifications

  • Associate or Bachelor’s Degree in Business, Construction Management, Industrial Technology, Human Resources, or related field preferred.

  • Minimum 15 years of experience in skilled trades recruiting, industrial staffing, workforce planning, talent acquisition, resource management, or related workforce leadership roles, with a proven ability to support labor demands for industrial manufacturing, construction, mechanical contracting, and maintenance operations.

  • Experience supporting industrial facilities such as:

  • Manufacturing

    • Marine or port operations
    • Mining and Mineral separation
  • Strong understanding of industrial craft positions including:

    • Millwrights

  • Experience coordinating shutdowns, outages, or turnaround staffing is highly preferred.
