Description
Position Purpose and Objectives:
Under the supervision of the Construction and Inspections Superintendent, the Operations Inspections and Construction Project Manager performs all related activities for inspection of distribution lines and completed construction projects, crew observation during construction, and the design and construction unit standards. The inspection task includes line extensions, upgrades on existing residences, relocation of current services, subdivision, commercial, industrial, and multi-phased developments, and capital projects. The Operations Inspections and Construction Project Manager, in collaboration with the Operations and System Design departments, will be responsible for the organization and coordination of design and construction unit creation, review, revision, communication, and use across impacted departments and contractors.
Essential Job Functions:
Inspection:
  • Inspects completed, distribution lines, and construction of all work orders with the use of a GPS, camera, and thermal camera unit in order to map the physical location of utility electrical equipment in the field.
  • Accesses energized electric distribution equipment in order to determine proper construction,
    confirmation, and verification of equipment numbers and installed meter numbers.
  • Works closely with the GIS staff to ensure that required changes are communicated and facilitates field research when issues are found in the software.
  • Researches and prepares various reports pertaining to the project(s) inspection results. Communicates with United Power crews and contract crew management of deficiencies found during construction, and coordinates site cleanup as required.
  • Reviews completed construction projects for inspection needs and schedules identified projects for inspection.
  • Inspect all construction against design for changes and discrepancies, as well as for proper construction and installation.
  • Reviews construction units and builds specs annually.

Construction Project Manager:
  • Manage construction contractors building 69kv transmission lines, new and upgraded substations, fiber optic lines, subdivisions, oil and gas, etc.
  • Coordinates Work Order Projects related to substations, line rebuilds, fiber optics, and pole replacements.
  • Maintains construction schedule coordination between contract and internal personnel.
  • Reviews and approves jobs prior to the start of construction and follows through with production scheduling to keep projects on track through to completion.
  • Evaluates job sites to ensure inspection and safety standards are achieved.
  • Coordinates construction project resources and tracks project progress against established timelines and schedules.
  • Acts as a liaison between the client, contractors, and project team members regarding changes or problems.
  • Tracks construction project progress against milestones, budgetary guidelines, or other performance indicators and prepares and delivers reports to management.
  • Responsible for material management and delivery scheduling tasks in support of assigned projects.
  • Ensure designers, Project coordinators, Right-of-Way (ROW), and construction crews are in alignment with job scope and priorities.
  • Responsible for timely and accurate review of requested changes to construction units.

Secondary Job Functions:
  • Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
  • Inspects the job site for proper trenching, grade, depth and installation of United Power conduits when completed by the member/customer/developer.
  • Crew Observation; noting and reporting issues and concerns back to the Operations Project Managers, Operations Superintendents, and/or Contractor management.
  • Part of "24/7 on-call" rotation. May be required to participate.
  • Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.

Required Knowledge, Skills, and Abilities:
  • Must have an in-depth knowledge of reading staking sheets, construction plans, acquiring permits, maps, and a thorough understanding of voltage, amps, transformers, NESC, NEC, and knowledge of utility electric distribution systems, and RUS procedures and specifications.
  • Must understand and have demonstrated ability to follow safety best practices and ensure work is done with key safety metrics in mind.
  • Must have an in-depth understanding of ROW and traffic control requirements associated with electric utility design.
  • Must have a comprehensive knowledge of construction methods, material units, construction drawings (site plans, electric plans, drainage plans, landscape plans, grading plans, etc.), land use and permitting activities, electric utility operations, including pricing, rate structures, energy management, and construction, design and material standards.
  • Must have demonstrated ability to complete work within specified time frames and handle multiple priorities.
  • Must work cohesively with members, other employees, department managers, senior management, and public officials. Must have a friendly and pleasant demeanor and the ability to meet and communicate effectively.
  • Must have the ability to listen, comprehend, and develop creative solutions to complex internal and external issues.
  • Must be skilled and innovative in coordinating cross-departmental systems and procedures.
  • Must have excellent written and verbal communication skills and strong organizational skills.

Education, Training, and Experience:
  • Completion of registered lineworker apprenticeship, plus an additional six (6) years of experience directly involved with electric utility construction, design and estimating, engineering, or an equivalent combination of education and experience.
  • Must possess or be able to obtain the Line Design and Staking certification within eighteen (18) months of hire.
  • Must have a valid Colorado driver's license, or the ability to obtain one upon hire.

Essential Physical & Mental Requirements:
  • Thirty percent (30%) is spent standing. Must be able to lift and/or carry approximately twenty-five pounds (25lbs.) when taking required equipment to the vehicle or job site. Must be able to push and pull up to fifty pounds (50lbs.) when opening and closing cabinets, doors, and file drawers.
  • Must be able to operate controls while driving a vehicle.
  • Must be able to climb stairs or into a truck, or on occasion, make short climbs in mountain terrain at a job site.
  • Must have excellent balance when sitting, standing, or walking.
  • Must be able to stoop or kneel when getting into file drawers in the office or when on a job site with a customer.
  • Must be able to reach and use hands, arms, and fingers when driving a vehicle and working at a desk.
  • Must be able to talk clearly in an ordinary tone and hear ordinary conversation while working with
    customers and employees.
  • Must have adequate close-up vision for reading and writing. Must have distance vision accommodation, depth perception, color vision, and field of vision when driving a vehicle.
  • Must be alert, precise, analytical, ingenious, and persuasive. The required tasks also demand initiative, problem-solving ability, and good judgment; alertness, persuasiveness, patience, and excellent communication skills, both oral and written; good memory, concentration, reasoning, imagination, visual discrimination, aesthetic sense, and spatial perception.

Working Conditions:
  • The worker is subject to both environmental conditions: Activities occur inside and outside.
  • The worker is subject to extreme cold: Temperatures typically below freezing (32 degrees) for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than an hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to noise: There is sufficient noise to cause the worker to shout to be heard above the ambient noise level.
