Description Town of Nantucket Town Administration Project Manager ESSENTIAL DUTIES: TheProjectManager will have a specific focus on Housing and Environmental Resiliency projects inTownAdministration'sProject Management Office (PMO) and will play a vital role in helping the Town of Nantucket deliver its strategic goals.Major responsibilities will include supporting the PMO's project management database(s), being the primary liaison in theTown's projectmanagementteamtofacilitate housing and environmental resiliency projects,ensuringtheTown'ssustainable practices are considered by project managers and vendors. The Project Manager performs two interrelated roles

The Project Manager oversees the Housing and Environmental Resiliency areas of the project management database to ensure schedules, budgets, resources, and deliverables for multiple municipal projects are being met. The Project Manager monitors projects and associated internal and external teams to ensure goals and objectives are being met. The Project Manager will leverage project management best practices and provide reporting to key stakeholders, including Town Manager and Select Board.

Understands larger Town-wide strategic needs while tracking individual project health, staying alert for risk and resolving issues as they arise. The Project Manager also provides regular status reports to the Assistant Town Manager of Special Projects, Housing Director and Natural Resources RECOMMENDED QUALIFICATIONS: Bachelor's degree in project management, engineering, architecture, construction management, business or public administration, environmental management or a related field required; 3+ years' experience using a formal approach and methodology for portfolio management, ideally in a municipal setting; Best practices in municipal construction projects for public facilities and major and ongoing capital improvement construction projects helpful, but not required. Experience implementing an IT system to support business process improvement is highly desired, but not required.

SPECIAL REQUIREMENTS: Proficiency with project management software and applications required. The employee must have a valid Massachusetts Driver's License; PMP certification desired but not required upon hire but obtaining within 24 months of hire desired; Familiarity with Massachusetts procurement processes desired; Massachusetts Certified Public Procurement Officer (MCPPO) designation preferred but not required; PMO experience preferred; Massachusetts Owner's Project Manager (OPM) certification or experience desirable but not required; Experience with capital plan management. Salary Range: $114,271.04 - $139,688.64 per year Compensation commensurate with experience and subject to negotiation

SUPERVISIONREQUIRED: Works under the supervision of the Deputy Town Manager for Special Projects, or his/her designee. Performs a variety of duties requiring the exercise of independent and objective judgment. Works frequently on own initiative to handle areas of responsibility and assigned tasks in a professional manner.

SUPERVISORY RESPONSIBILITY: The Project Manager does not have any direct supervisory responsibility for Town staff, however, the ability to influence outcomes without supervisory responsibility is highly desirable. The Project Manager will manage multiple project-related contracts and associated contractors. CONFIDENTIALITY: The Project Manager has regular access to confidential information such as department records, collective bargaining documents, time sheets, legal documents, and executive session strategies that are obtained during performance of regular position responsibilities in accordance with the State Public Records Law.

ACCOUNTABILITY: Consequences of errors, missed deadlines or poor judgment may include adverse public relations, legal repercussions, and fines. JUDGEMENT: Numerous standardized practices, procedures or general instructions govern the work performed and may require additional interpretation. Independent judgment is needed to facilitate exceptional customer service with the general public and maintain confidentiality.

COMPLEXITY: The work consists of the practical application of a variety of concepts, practices and specialized techniques or tools/equipment relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; gathering, analyzing and evaluating facts or data using specialized fact-finding techniques; or determining the methods to accomplish the work as well as presenting information to the public. WORK ENVIRONMENT: Normally works under standard office practices, policies and conditions.

Work environment may be hectic and disruptive. Interruptions in work are frequent. Work may involve outdoor exposure to varying weather conditions.

The workday may frequently be greater than eight (8) hours. Daily schedule may vary to accommodate department operations. Work outside of the standard workweek and outside of the typical daily schedule may be necessary to accommodate emergency or other atypical situations.

NATURE AND PURPOSE OF PUBLICCONTACT: Relationships with co-workers and the public involve frequent explanation, presentations, public forums, discussion or interpretation of practices, procedures, regulations, or guidelines to plan or coordinate work efforts, or resolve operating problems. Essential duties/ responsibilities/ functions Supports the development, roll-out and operation of a Town-wide project portfolio management system.Provides training and support to users, assists with system configuration,assistswithintegrationofinformationwithotherTownsystems,assistswith the development of training materials and reports, performs data entry, provides project support to users, etc Supports the development and execution of the Select Board's Strategic Plan, the Housing Production Plan, Coastal Resiliency Plan or other Housing or Natural Resources Plans as assigned through administrative tracking and management of funded future projects. Manages both discrete projects as assigned as well as administratively oversees project portfolios that may span multiple Departments: Manages all Project Intake Forms in project management database

Creates project charters and plans; monitors and manages scope ,identifies and tracks changes in project scope, schedule, and budgets; Develops Reports on project status, maintains project information in electronic form, prepares summary tables, charts, and graphics to assist with internal and external communications; Manages all risk tracking process and risk management for projects, and Manages all documentation for projects. Identifies, tracks, and resolves issues and risks of assigned projects. Implements changes and best practices for project management and project communication.

Meets with PMO, Finance, Procurement, consultants, and department projects teams regularly to ensure accuracy of project estimates and expenditures. Assists in preparation of SOWs, RFPs, RFI, IFBs, grant applications, etc., as needed; Assists with bidding and procurement of consultants and contractors, as needed. Coordinates project activities with other Town departments and other public and private agencies

Schedules and coordinates project meetings and appointments, prepares and reviews meeting minutes. Point of contact for project consultants and contractors as assigned. Acts as Project Management Office liaison to Housing and the Natural Resources Department Assists with developing map-based displays and reports of project information with ArcGIS.

Performs related duties as may be required or assigned.
