Position Summary:
Join the forefront of secure research enablement at the University of Dayton Research Institute (UDRI), where mission-driven technology supports national defense, advanced research, and real-world impact. The Research Institute Technology Office (RITO) is seeking a Technical Project Manager to join our team. This position is responsible for planning, executing, and delivering technology projects on time, within scope, and within budget. This role coordinates cross-functional teams, manages stakeholder expectations, and ensures alignment with organizational goals.
The ideal candidate combines strong technical understanding with disciplined project management practices and clear communication. Key responsibilities include
• Lead end-to-end project management for IT initiatives, including software development, infrastructure, cybersecurity, and system integrations
• Define project scope, objectives, deliverables, and success metrics in collaboration with stakeholders
• Develop and maintain detailed project plans, schedules, and budgets
• Identify, assess, and mitigate risks; manage issue resolution and escalation processes
• Coordinate internal teams, vendors, and third-party partners
• Monitor project progress and performance using appropriate tools and methodologies (e.g., Agile, Waterfall, or hybrid approaches)
• Ensure adherence to governance, compliance, and quality standards, including NIST SP 800-171 and CMMC Level 2 requirements
• Communicate project status, risks, and outcomes to stakeholders and leadership
• Manage resource allocation and capacity planning
• Drive continuous improvement in project management processes and best practices
Minimum Qualifications:
P3 minimum requirements include:
1. Bachelor's degree in a relevant field with 6+ years of professional experience in IT, business systems, or technical project management.
2. Working knowledge of project management methodologies, including Agile, Scrum, or hybrid SDLC frameworks.
3. Two years of project coordination or project management experience, preferably within enterprise IT or business systems implementations.
4. Proficiency with Microsoft 365 toolset, including advanced use of Excel (data analysis, reporting), PowerPoint (executive briefings), and Word (technical documentation).
5. Hands-on experience with Microsoft Project or equivalent project portfolio management (PPM) tools for schedule development, dependency tracking, and resource planning.
6. Experience developing technical documentation, implementation plans, and executive-level briefings aligned to program objectives.
7. Strong attention to detail with the ability to manage complex dependencies, risks, and change control processes.
8. Ability to communicate effectively across technical and non-technical stakeholders, including senior leadership and external partners.
9. Proven experience collaborating within cross-functional teams (e.g., infrastructure, cybersecurity, finance, HR, procurement).
10. Ability to operate independently in a controlled, compliance-driven environment, managing competing priorities with minimal supervision.
11. Due to the requirements of our research contracts with the U.S. federal government, candidates for this position must be a U.S. citizen.
P4 minimum requirements include all the P3 requirements as well as:
1. Bachelor's degree in a relevant field with 10+ years of professional experience in IT, business systems, or technical project management.
Preferred Qualifications:
While not everyone may possess all of the preferred qualifications, the ideal candidate will bring many of the following:
1. Experience supporting ERP, HRIS, or procurement system implementations, including platforms such as ADP, Deltek Costpoint, or JAGGAER, with direct involvement in requirements gathering, testing (UAT), and deployment activities.
2. Demonstrated ability to coordinate cross-functional technical workstreams (infrastructure, cybersecurity, finance, HR) within a structured project framework, including tracking dependencies, risks, and deliverables using standard PM tools and processes.
3. Working knowledge of system integrations and data flows between enterprise platforms (e.g., ERP ↔ HRIS ↔ procurement), including exposure to APIs, SFTP-based transfers, or middleware, with the ability to support troubleshooting and validation efforts.
4. Ability to operate at a program level, driving governance, risk management, and executive communication, including development of roadmaps, stakeholder alignment, decision briefings, and oversight of multiple concurrent workstreams across business and technical domain.
