Location: Pasadena, TX
Pay Rate: $65.00 to $68.00 per hour, DOE

Job Overview
We are seeking an experienced Project Estimator to support large-scale pipeline and terminal infrastructure projects within the midstream Oil and Gas industry. This role is responsible for developing accurate capital cost estimates for projects involving pipelines, terminals, storage facilities, and related infrastructure. The ideal candidate has extensive experience with pipeline and terminal construction estimating and can provide reliable cost analyses throughout the project lifecycle, from conceptual planning through execution.
 
Job Description
As the Project Estimator, you will:
  • Prepare conceptual, budgetary, and detailed cost estimates for pipeline, terminal, storage, and related midstream infrastructure projects.
  • Develop quantity takeoffs from engineering drawings, specifications, P&IDs, site layouts, and construction documents.
  • Prepare complete project cost estimates that include labor, materials, equipment, subcontractors, indirect costs, contingencies, and construction support services.
  • Analyze project scope, engineering deliverables, and construction plans to develop accurate project budgets.
  • Evaluate scope changes and engineering revisions to determine cost impacts and support change management efforts.
  • Coordinate with engineering, project management, procurement, and construction teams to ensure estimates align with project objectives.
  • Support capital budgeting, cost forecasting, and project planning activities.
  • Review contractor, supplier, and vendor pricing for completeness and competitiveness.
  • Participate in estimate reviews, value engineering discussions, and project planning meetings.
  • Maintain estimating documentation, assumptions, and supporting cost databases in accordance with company standards and industry best practices.
 

Requirements

  • Minimum 10 years of estimating experience supporting capital projects within the Oil and Gas industry.
  • Extensive experience estimating pipeline, terminal, tank farm, or other midstream infrastructure projects is required.
  • Strong knowledge of pipeline construction, terminal facilities, storage terminals, and associated civil and mechanical construction activities.
  • Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related engineering discipline is strongly preferred.
  • Experience preparing detailed quantity takeoffs and construction cost estimates from engineering drawings and design packages.
  • Strong understanding of construction methods, project execution strategies, and capital project estimating principles.
  • Experience supporting EPC, owner-operator, or industrial energy projects is highly desirable.
  • Proficiency with estimating software, Microsoft Excel, and cost management tools.
  • Excellent analytical, organizational, and communication skills.
  • Ability to work independently while managing multiple estimates in a fast-paced project environment
