Technical Project Engineer (Vehicle Programs)
12+ Month Contract
Onsite in Hunt Valley, MD

About This Role
Seeking an experienced Project Engineer to support the United States Marine Corps Advanced Reconnaissance Vehicle (ARV) program. This role supports the development of the Cottonmouth ARV, a next-generation amphibious reconnaissance vehicle built using a Modular Open Systems Approach (MOSA), Ground Vehicle Operating System (GVOS), and Tactical Assault Kit Extended (TAK-X) framework. The Cottonmouth platform is designed to provide advanced reconnaissance, electronic warfare, and command-and-control capabilities while supporting the evolving needs of the U.S. Marine Corps.
The Project Engineer will provide technical leadership across multidisciplinary engineering teams, ensuring projects are executed on schedule, within budget, and in accordance with customer requirements. This position serves as the primary technical interface between engineering, program management, manufacturing, supply chain, and government stakeholders.
Responsibilities
  • Lead multidisciplinary engineering teams through all phases of vehicle development.
  • Partner with Program Management to execute projects within cost, schedule, and Earned Value Management System (EVMS) requirements.
  • Resolve technical, schedule, and resource conflicts.
  • Coordinate engineering activities across Systems, Software, Cybersecurity, Networking, Integration, and Test organizations.
  • Support technical planning, risk management, and program execution.
  • Develop Statements of Work (SOWs) and oversee subcontractor performance.
  • Serve as the technical liaison between Engineering, Integrated Product Teams (IPTs), Integrated Supply Chain, and Program Management.
  • Lead or support Change Control Boards (CCBs).
  • Prepare technical presentations and participate in customer design reviews and milestone reviews.
  • Support proposal development, Basis of Estimates (BOEs), and new business pursuits.
  • Coordinate delivery of technical documentation, including Contract Data Requirements Lists (CDRLs).
  • Support vehicle builds, integration, testing, and final delivery activities.
  • Identify technical risks and provide recommendations to leadership regarding mitigation strategies.
  • Help manage Average Unit Manufacturing Cost (AUMC) objectives for prototype and production vehicles.

Qualifications
  • Bachelor's degree in Engineering or a related technical discipline (Master's preferred).
  • 8+ years of engineering or technical project leadership experience.
  • Ability to obtain a Secret Security Clearance.
  • Experience leading multidisciplinary engineering teams.
  • Background in systems architecture, systems engineering, or concept of operations development.
  • Experience with EVMS, program planning, Control Account Management (CAM), and risk management.
  • Experience leading internal and external technical reviews.
  • Proposal development and Basis of Estimate (BOE) experience.
  • Strong communication skills with the ability to interface directly with engineering teams, leadership, suppliers, and government customers.

  • Ground combat vehicle or military vehicle development.
  • Vetronics and C5ISR integration.
  • Systems Integration and Test.
  • Software, Networking, or Cybersecurity integration.
  • MOSA, GVOS, or TAK-X experience.
  • CDRLs, IPTs, and Change Control Boards.
  • Department of Defense (DoD) development programs.
