Job description

STV is seeking a Project Controls Specialist to overseeing project controls functions for high-quality infrastructure projects. The ideal candidate will lead and manage the full suite of project controls functions, including scheduling, cost control, risk and change management, forecasting, and reporting. This role partners closely with Project Managers to ensure that performance data is accurate, timely, and actionable, while supervising a team of project control specialists and analysts.

Responsibilities:

  • Lead project budgeting, cost baseline development, and approval processes.

  • Generate periodic cost forecasts and develop trend analyses to support proactive decision-making.

  • Prepare comprehensive project and program performance reports, dashboards, and trend analyses.

  • Communicate deviations, forecasts, risks, and recommended actions effectively to senior management and program leadership.

  • Ensure consistency and accuracy of all project controls data, reports, and documentation.

  • Supervise, mentor, and develop a team of project controls staff, including schedulers, cost analysts, and document control specialists.

  • Collaborate with Project Managers, Contracts Administration, and Finance teams to ensure alignment and data integrity.

  • Champion best practices, continuous improvement, lessons learned, and knowledge sharing within the project controls discipline.

  • Support standardization of tools, templates, and procedures to improve reporting efficiency and accuracy across the GEC program.

Requirements:

  • Bachelor's degree in Civil Engineering, Construction Management, Business, Finance, or related field. Professional certifications preferred (PMP, CCP, EVMP, or similar).

  • 3+ years of experience in project controls or project controls management for large infrastructure, transportation, or civil works projects.

  • Experience in public sector environments; DOT/highway project experience is a plus.

  • Proficiency with scheduling tools (e.g., Primavera P6, Microsoft Project) and cost control software (e.g., SAP, Deltek, Unifier, Costpoint).

  • Strong analytical skills, financial acumen, trend analysis, forecasting, and variance analysis.

  • Excellent verbal and written communication and presentation skills, with ability to present to senior leadership.

  • Ability to coordinate and interface with multiple internal and external stakeholders (project teams, consultants, contractors, regulatory agencies).

  • Attention to detail, organizational aptitude, process orientation, and high integrity.

Compensation Range:

$91,976.90 - $105,116.46
