Job Description:
  • Position Summary

    The Project Controls Manager will be responsible for the planning, implementation, and management of all project controls functions for a major Flood Risk Control project in San Juan, Puerto Rico, delivered for the United States Army Corps of Engineers (USACE). The project includes deepening and widening an existing river channel and constructing two riverbank retaining systems composed of tangent drilled shafts reaching depths of approximately 100 feet.

    This role ensures that cost, schedule, and progress are effectively monitored, controlled, and reported in full alignment with contract requirements, USACE standards, and Ferrovial procedures. The Project Controls Manager will lead the project controls team and provide critical analysis and forecasting to support decision-making and successful project delivery.

    Key Responsibilities

  • Lead and manage all project controls functions, including planning/scheduling, cost control, progress measurement, and reporting.
  • Develop, maintain, and update the baseline schedule (Primavera P6 or equivalent) in compliance with USACE requirements.
  • Monitor and analyze project performance against schedule, cost, and productivity baselines, identifying variances and recommending corrective actions.
  • Prepare and manage cost control systems, including budget tracking and Master review.
  • Lead the monthly cost closing and forecasting process, ensuring accuracy and alignment with project financial objectives.
  • Develop and implement progress measurement systems aligned with contract requirements and work breakdown structures
  • Support the preparation of reports and dashboards for internal management and USACE, including schedule updates, cost reports, and KPIs.
  • Perform critical path analysis, delay analysis, and provide input to extension of time (EOT) requests and claims.
  • Coordinate closely with Construction, Engineering, Contract Management, and Procurement teams to ensure integration of field data into project controls.
  • Participate in coordination meetings with the Project Director, Construction Manager, and USACE staff.
  • Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • Minimum 8-12 years of experience in project controls for large infrastructure or heavy civil construction projects.
  • Proven experience as a Project Controls on complex projects.
  • Strong expertise in:
    • Planning and scheduling (Primavera P6 or similar)
    • Cost control and forecasting
    • Progress measurement and performance analysis
  • Experience with heavy civil works, such as:
    • Drilled shafts and deep foundations
    • Dredging and hydraulic works
    • Structural concrete works
  • Solid understanding of contract requirements, schedule specifications, and claims support.
  • Experience supporting delay analysis, claims, and cost impact assessments.
  • High level of English (written and spoken) required.
