Salary Range:$74,400 - $119,700
What your job will be like:
The Project Controls Analyst implements project management control processes on assigned projects at Jefferson Lab, a world-leading nuclear physics research center sponsored by the U.S. Department of Energy (DOE) with over 800 employees working on a modern 160-acre research campus in Newport News, Virginia.
Utilizing Project Management and Earned Value Management methodologies, in compliance with DOE Order 413.3B, the analyst is responsible for schedule and cost control aspects of the project throughout its life cycle: initiation, planning, execution, control, and closeout. Assignments include building and maintaining resource-loaded schedules, work breakdown structures, project documentation, report preparation, project change requests, and schedule, cost and variance analysis. Project scope can be multiple concurrent small to mid-range projects or support of one large complex project.
Responsibilities include ensuring project compliance with the Earned Value Management System. The system is certified and monitored by the Department of Energy.
In this job you will:
  • Develop and integrate scope, WBS, schedules, resources, and cost objectives into the baseline with CAMs. Maintain the performance baseline through the project lifecycle and resolve complex issues using varied approaches.
  • Collect and integrate project data, analyze performance and cost impacts, perform what-if updates to plans, schedules, and budgets, maintain variance analysis, track issues, and ensure timely, accurate project reporting.
  • Identify potential schedule and/or cost issues. Proactively informs managers of these problems and proposes resolutions with enough time to prevent negative impact.
  • Develop and implement changes to project documentation, project presentation materials, and status reports. Initiates, processes and tracks incorporation of project change requests.
  • Develop queries to data mine from Scheduling, Earned Value System and Accounting software. Validates extracted data ensuring complete reporting accuracy.
  • Monitor earned value, labor and cost data, maintains project data and prepares reports necessary to meet project requirements and lab management needs.
  • Contribute to the development of the organization's project management/earned value policies. Maintains functional proficiency through training and participation in professional certifications.

Lead - Supervisory - Management
Experience
  • Required: 5 or more years of progressively responsible experience analyzing project performance management
  • Required: 3 or more years Experience with earned value, project scheduling and financial system processes related to project management
  • Required: 3 or more years Experience with Oracle/PRIMAVERA P6 project management software
  • Preferred: Experience with DOE Project Management system requirements and practices
  • Preferred: Experience in Deltek Cobra, Deltek Costpoint and Cognos Impromptu a plus

Education
  • Required: Bachelor's Degree

Experience and Education Exchange
Education above the minimum may be substituted for experience.
Licenses and Certifications
  • Preferred: PMP certification Upon Hire

Knowledge, Skills, and Abilities
  • Strong knowledge in interpretation, execution, and application of project management theories, principles, and techniques for cost and schedule control systems for mid-range project portfolios.
