What do we expect from you as a Project Controller?
  • Accredited Bachelor's degree in Accounting, Finance, or another closely related business field.
  • Minimum of 5 years' experience in company accounting/controlling with experience in cost forecasting, cost accounting, and/or project accounting, budgeting/estimating
  • Experience in assessing project status from a cost perspective and advising project management of cost status and areas of concern
  • Experience in gathering cost information from various components of the project team, including contractors and suppliers
  • Experience in reconciling cost tracking tools to enterprise accounting systems
  • Experience in an accrual-based accounting environment
  • Experience with petroleum, petrochemical, chemical and related industries preferred
  • Excellent & proven knowledge of accounting and financial systems; proven analytical skills
  • Proven ability to operate multi-task under stressful situations (i.e., multiple deadlines, multiple customers, and different conditions and formats of data)
  • Customer service focus including the ability to speak diplomatically; problem solver
  • Excellent computer skills, including ability to easily use MS Office suite; ability to create, read and manipulate Excel spreadsheets. Expert user of Excel.

What does your day look like?
Your core responsibilities are:
Essential Job Functions - Sustaining Capex
Financial Reporting, Controlling, and Planning
  • Provide cost control support to multiple Project Managers in areas of cost reporting, budget comparison, and forecasting
  • Responsible for overseeing, tracking and monitoring project total expenditures and performance data (e.g. progress) vs. budget, time-schedule, and recommends actions to improve progress
  • Supports the accrual process by tracking reversals and insuring invoices are matched to accruals, as appropriate
  • Monthly reconciliation of project cost management tools with OCS
  • The Project Controller is responsible to inform Finance about all project related tax issues and ensures Finance involvement on local project tax requirements in order to fiscally optimize and comply with all requirements.
  • Coordinates monthly meeting between stakeholders to assess and determine accruals and ETCs
  • Performs project costing related reporting to the Project Manager for weekly and monthly review to ensure that expenditures are kept within the project budget
  • Manage monthly Sustaining Capex reporting, consolidating data from Opcos for submission to Global stakeholders

Risk Management
  • The Project Controller ensures all required project related insurances are in place, for instance the Construction All Risk Insurance, in close cooperation with Global Insurances and is the first contact for any insurance related topics related to the project.
  • Provides cost control and planning advice to the internal Project Management team, as and when needed to utilize contingency or reallocation
  • Support the Project Manager in the development of KPI control framework, risk register for those items related to scheduling and costs, periodic reporting and monitoring of the follow up
  • Analyzes financial information to recognize variance trends and to understand the drivers
  • Reports on trends and risks as related to costs/schedule
  • Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
  • Performs other duties assigned by management that fall within the generally expected scope of this position

Sustaining Capex Management
  • Supports and validates correctness of budgets, percentage of completion, project time schedule, project stages, spend accruals, internal hours capitalized and ETCs
  • Monitors the project approval process, ensuring strict adherence to budgetary constraints and timely project closure is executed
  • As defined herein, the Project Controller shall interface with the following persons/functional areas in order to successfully complete the expected responsibilities:
  • Reporting and Control Manager
    • Direct reporting relationship
  • Project Managers
    • Development and updates to project cost tracking tools
  • Project Controls
    • Project Cost System development
    • Project Cost Tracking update, management, and analytics
  • Contracts Manager/Procurement
    • Collection of Procurement Reports
    • Forecasting timing and quantification of invoices
    • Receiving of goods and services

Work Environment
Office AND Terminal Employee
This position requires an employee to be in an office environment as well as exposed to outside elements. Most extreme elements are heat in the summer months of up to 104°F (40°C) and some exposure to cold of generally no less than 15°F (-10°C) in the winter months. There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous. The employee may enter confined spaces and work in elevated environments. Employees must be able to wear PPE required by the location. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.

While performing the duties of this job, the employee is regularly required to walk, sit, speak and hear. The employee is required to stand, use hands to finger, handle, or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch. The employee may be required to climb ladders/storage tanks up to 50' in height. The employee may be required to enter confined spaces. The employee may occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus. Employees may be required to travel by air, rail, bus, or car.
