The Construction Control Manager supports the 355th Civil Engineer Squadron (355 CES) at Davis Monthan, AFB, with management and surveillance of difficult and complex construction projects such as renovation of multi-unit family housing projects, repair of underground electrical distribution systems, and construction of administrative office buildings, hospitals, aircraft maintenance and support facilities, or multi-story computer facilities. The Construction Control Manager performs duties as a technical consultant to the contracting office and 355 CES engineering team. They prepare various documents, reports, and correspondence and maintain daily logs and safety reports addressing the progress of construction and the administration of the contract; review plans and specifications for accuracy and completeness; recommend technical changes to plans/specifications due to field conditions or safety requirements; and inspect materials and equipment on construction sites to ensure compliance with specifications and drawings, and discusses rejections of material and deficiencies in construction methods with contractor representatives.
Responsibilities
  • Evaluate and manage surveillance of difficult and complex construction projects.
  • Gather information to compile into written reports and perform related duties.
  • Perform duties as a technical consultant to the contracting office and 355 CES engineering team.
  • Organize and attend weekly construction meetings.
  • Gather information to compile into written inspection reports and perform related duties.
  • Prepare various documents, reports, and correspondence and maintain daily logs and safety reports addressing the progress of construction and the administration of the contract.
  • Review test results and certify material submittals to ensure compliance with specifications.
  • Participate in pre-final inspections and project acceptance discussions.
  • Other duties as assigned.

Qualifications
  • High school diploma or GED equivalent required
  • Bachelors degree in engineering or construction management (preferred)
  • 5+ years of experience as a Project Manager, Construction Inspector or related experience.
  • Experience utilizing Microsoft Office applications, TRIRIGA / NEXGEN IT (desired), E-Gordian/e4Clicks (desired), and AutoCAD/ Revit (desired) at a minimum
  • Background check required

Knowledge, Skills and Abilities:
  • Relevant experience, including the construction or renovation of large, complex, or difficult projects such as the renovation of multi-unit family housing projects; repair of underground electrical distribution systems; and construction of administrative office buildings, hospitals, aircraft maintenance, and support facilities, or multi-story computer facilities.
  • Ability to coordinate with contractor representatives concerning work scheduling, interpretation of plans and specifications, selection of work methods, and acceptability of materials and workmanship to ensure compliance with contract requirements.
  • Ability to approve changes to the plans that do not alter the basic design or involve additional cost to the government.
  • Ability to monitor and evaluate contract progress schedules, noting work progress, delays, or other problems that could interfere with construction.
  • Ability to utilize good judgment and initiative in making decisions.
  • Ability to review and resolve problems independently, assuring contractor compliance with work schedules, methods, plans, and specifications.
