Role description:

The Document Control Manager will lead and oversee all document management activities for the Designer throughout the design and construction phases of the Design-Build Project. This individual will establish, maintain, and enforce project document control procedures, ensuring that all project records, design deliverables, transmittals, correspondence, reports, calculations, models, and contract documents are accurately managed, tracked, and distributed.

The successful candidate will serve as the primary point of contact for document control between the Designer, Design-Build Contractor, Owner, subconsultants, and other project stakeholders. This role requires strong leadership, attention to detail, and experience managing document controls on large, complex transportation or infrastructure projects.

Role accountabilities:

Document Management & Control
  • Develop, implement, and maintain project document control processes, procedures, and workflows.
  • Manage incoming and outgoing project documentation, ensuring compliance with project requirements and document control standards.
  • Administer the project's electronic document management system (EDMS), Common Data Environment (CDE), and associated workflows.
  • Maintain document registers, transmittal logs, submittal trackers, revision histories, and distribution lists.
  • Ensure proper document numbering, naming conventions, metadata, and filing structures are consistently applied.
  • Control the issuance, receipt, review, approval, and archival of all project documentation.
Design Deliverables Management
  • Coordinate the submission of design packages, reports, calculations, specifications, models, and drawings.
  • Track design progression milestones including preliminary, interim, final, and Released-for-Construction (RFC) documents.
  • Ensure timely processing and distribution of design review comments and responses.
  • Monitor deliverable schedules and support design teams in meeting submission deadlines.
Reporting & Compliance
  • Produce regular document control reports, KPI dashboards, and status updates for project leadership.
  • Conduct document audits to verify compliance with project procedures and contractual requirements.
  • Support quality management and records retention requirements.
  • Ensure compliance with Owner, Contract, QA/QC, and regulatory documentation requirements.
Stakeholder Coordination
  • Serve as the primary interface for document control matters with the Owner, Contractor, Designer disciplines, and subconsultants.
  • Coordinate document reviews and comment resolutions across multiple stakeholders.
  • Train project personnel on document control systems, standards, and procedures.
  • Support project meetings and maintain records of key decisions, actions, and correspondence.

Required Qualifications

  • Minimum 7 years of document control experience on large-scale infrastructure, transportation, design-build, or engineering projects.

Key Attributes

  • Experience managing document control for multidisciplinary engineering design teams.
  • Strong knowledge of design and construction document lifecycles.
  • Experience with electronic document management systems such as:
  • Procore
  • ProjectWise
  • SharePoint
  • Aconex
  • Autodesk Construction Cloud (ACC)
  • Similar document management platforms
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Teams.
  • Excellent organizational, communication, and stakeholder management skills.

Preferred Qualifications

  • 7+ years of document control experience on major transportation projects.
  • Experience on Design-Build, P3, or DBFOM projects.
  • Experience supporting DOT, toll road, highway, transit, or large civil infrastructure programs.
  • Familiarity with BIM and digital delivery environments.
  • Knowledge of records retention requirements and quality management systems.
