Job description

The Associate Director, Program Budget Delivery Lead is a content-level leadership role embedded within Program & Portfolio Operations (PPO), created to accelerate the consistent, decision-ready delivery of Program Budgets — one of the most critical Strategic Program Team (SPT) deliverables that translate program vision into an actionable, resourced, and costed plan. Deployed selectively alongside SPTs, this role partners directly with the Development Program Manager (DPM) and Program Finance to co-develop key strategic planning deliverables, bringing the drug-development and financial acumen needed to elevate portfolio-level signal and support confident investment decisions.

This role builds strong, trusted relationships at all levels of the organization, provides content-level leadership that improves consistency and comparability of SPT deliverables, and facilitates decision-making across Development, Research, Commercial, and Manufacturing. Over time, the role is expected to extend its expertise to future high-judgment SPT deliverables while contributing to longer-term capability building across the organization.

Discover your role:
  • Partner directly with DPMs, Program Finance and SPTs to co-develop high-quality, decision-ready Program Budgets, embedding drug-development and financial expertise directly within program teams
  • Own the quality and timeliness of Program Budget outputs at the CDU and portfolio level, while the DPM retains overall accountability for Program Budget development
  • Accurately forecast resource capacity and costs, and build end-to- end development plans and associated costs from IND through lifecycle management (LCM)
  • Enable comparison of programs across the portfolio and support portfolio-level investment and prioritization decisions through consistent, comparable outputs
  • Manage timely entry and exit points for initial and subsequent Program Budget updates, working in close, ongoing collaboration with the DPM and Program Finance
  • Facilitate decision-making and guide SPTs through the strategic planning process, improving consistency and comparability of deliverables across the organization
  • Serve as a near-term force multiplier to expedite implementation of Program Budgets with consistent quality, while contributing to longer-term capability building across Program & Portfolio Operations
This role requires:
  • Bachelor’s degree and 10+ years industry experience with a minimum of 5+ years in project management experience required. MBA preferred.
  • Significant experience in the biotechnology or pharmaceutical industry with a strong understanding of drug development activities from early development through lifecycle management
  • Strong financial competence with proven experience building and evaluating program budgets, resource forecasts, and development costs
  • Proven strategic planning and portfolio management experience, with the ability to synthesize complex program information into clear, decision-ready outputs
  • Proven ability to operate as an embedded content expert and thought partner to program leadership, without formal programmatic authority
  • Strong organizational and multitasking abilities, supporting multiple programs and SPTs simultaneously under compressed timelines
  • Excellent interpersonal skills with a proven ability to negotiate, influence and work effectively with individuals at all levels of the organization, including senior leadership
  • Excellent communication skills (written/verbal), including presenting complex financial and strategic information clearly
  • IT proficiency with MS software (including Excel-based financial modeling), project management tools and process mapping tools
