We provide world-class Engineering, Integrated Hardware and Software, Advisory & Assistance Services (A&AS), Program & Project Management, Subject Matter Experts, Financial & Administrative Services, and Records Management Services. Articus has extensive experience supporting customers throughout the US and around the globe and is a wholly owned subsidiary of Chenega Corporation.
The General Engineer/Architect: Programming supports the 355th Civil Engineer Squadron (355 CES) at Davis Monthan, AFB, with the programming of projects for future year execution. The General Engineer/Architect: Programming performs enterprise business system data entry, prepares supporting documents, validates the currency and completeness of BUILDER Sustainment Management System (SMS) data, works with customers to define project requirements, prepares cost estimates, drafts DD Form 1391s, and advises the 355 CES on recommended procurement strategies. The General Engineer/Architect: Programming assesses applicable cost basis and investigates applicable recent, relevant project data that could serve to improve the fidelity of the cost estimate. All requirements will be completed following AFCEC business rules. In conjunction with the primary duty of programming, on a less frequent basis, the General Engineer/Architect: Programming may perform work in the construction management, program/base development, and/or operations and maintenance (O&M) functions.
Responsibilities
  • Evaluate and recommend programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems, utilizing a professional knowledge of multi-disciplinary engineering.
  • Perform programming for the accomplishment of Facilities Sustainment, Restoration and Modernization (FSRM), decentralized Facilities Sustainment, Restoration and Modernization (dFSRM), military construction (MILCON), customer-funded, mission partner, and/or operations and maintenance (O&M) programs/projects.
  • Ensure federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.
  • Use computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering/architectural problems and facilitate work.
  • Determine a proposed project's validity, feasibility, achievability, and efficiency based on constraints related to scheduling, cost, manpower, etc.
  • Perform a wide range of engineering duties related to O&M functions to encompass the maintenance, repair, upgrade, and operation of infrastructure facilities and utilities.
  • Work with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
  • Assist in coordinating and attending all project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities.
  • Other duties as assigned.

Qualifications
  • Bachelor's degree in engineering or architecture
  • 5+ years of experience as a design engineer or project manager.
  • Background check required.

Knowledge, Skills, and Abilities:
  • Relevant experience, including but not limited to a comprehensive knowledge of engineering principles and analytical techniques to support complex engineering assignments relating to civil engineering disciplines (mechanical, civil, electrical, or architecture).
  • Must have experience in gathering data to solve complex technical problems and be able to follow established project-related procedures and complete established project milestones.
  • Must have experience utilizing Microsoft Office applications, BUILDER SMS, TRIRIGA /NEXGEN IT (desired), E-Gordian/e4Clicks (desired), AutoCAD/ Revit (desired) at a minimum.
  • Ability to develop presentations and advocate for program items to the installation facility board and higher reviewing activities.
  • Must be able to develop and submit appropriate forms such as Base Civil Engineer Work Request and the Military Construction Project Data that validate the request requirement(s).
  • Demonstrated ability to discern the true nature of problems from imprecise descriptions and to refer problems to the proper individuals for resolution.
