Position Summary Information
General Summary
The Engineering Assistant III is responsible for performing a wide range of sewer inspections, installing and calibrating sewer flow meters, locating manholes, assisting with analyzing inspection data and other related duties as required.
Essential Functions
  • Performs field investigations such as manhole inspection, flow isolation, smoke testing, trunk walk and dyed water testing;
  • Performs and documents closed circuit television (CCTV) inspections of sewer laterals;
  • Assists with cleaning and CCTV inspections of sewer mains;
  • Assists with the inspection and cleanup of
  • sanitary sewer overflows (SSOs);
  • Performs QA/QC of consultant/contractors' inspection submittals;
  • Assists with the reviews of CCTV inspection videos and makes recommendations for rehabilitation, reconstruction and maintenance;
  • Performs or assists with the installation, calibration, data collection and maintenance of temporary sewer flow monitors and rain gauges;
  • Ensures that the assigned inspection vehicle is adequately equipped with the proper tools to perform inspections and remains clean and in good condition;
  • Performs inspection of contractors' field work, ensuring adherence to the WSSC's Operations and Maintenance (O & M) Plan and safety regulations;
  • Assists with traffic control for a variety of sewer inspection projects;
  • Uses MMIS, GIS, GBA and other software to support the inspection review and sewer rehabilitation programs.
  • Prepares spreadsheets and sewer plans for CCTV contracts;
  • Performs inspections in support of sewer surcharge studies.
Other Functions
  • Performs other related duties as assigned.
Work Environment And Physical Demands
  • Must be capable of lifting and carrying up to 90lbs of equipment and work in adverse weather conditions.
  • Physically able to enter sewer manholes to complete inspections.
Required Knowledge, Skills, And Abilities
  • Knowledge of sewer cleaning, CCTV inspections and pipeline material;
  • Knowledge of the WSSC O & M plan, safety regulations, confined space entry regulations and Emergency Response Plan for SSOs;
  • Ability to perform field inspections with limited supervision and to establish and maintain effective working relationships with employees in the Utility Management Group field units and the general public.
  • Ability to recognize deficiencies in CCTV and trunk walk inspection videos and data and provide constructive feedback to contractors.
Minimum Education, Experience Requirements
  • High school diploma or equivalent.
  • 3 years of sub-professional engineering, administrative support or field experience.
Additional Requirements
  • Possession of valid driver's license with no more than 4 points.
  • Obtain and maintain WSSC driver's permit.
Preferences
  • Possession of PACP, MACP and LACP certification.
  • Familiarity with sewer inspection such as CCTV, manhole,smoke testing, and flow isolation.
