Job Title: Water/Wastewater Engineer (Project Manager, Project Engineer, and Design Engineer Levels)
Job Description

This full-time Water/Wastewater Engineer opportunity offers multiple career levelsโ€”Project Manager, Project Engineer, and Design Engineerโ€”supporting a wide range of municipal water and wastewater projects. You will contribute to the planning, design, permitting, and construction of water supply, storage, transmission, and distribution systems, as well as wastewater collection, conveyance, pumping, and treatment facilities. The role also includes municipal and authority representation, including review of land development submissions, and provides the chance to grow within a multi-office civil engineering firm that is actively expanding its public, private, and municipal work in Pennsylvania and New Jersey.

Responsibilities

  • Manage all aspects of multiple water and wastewater engineering projects for municipal and authority clients, ensuring quality, schedule, and budget objectives are met (Project Manager).
  • Represent clients in public settings, including attending public meetings and presenting technical information in a clear and professional manner (Project Manager).
  • Supervise department staff assigned to projects, providing technical guidance, mentoring, and performance oversight (Project Manager).
  • Evaluate existing and proposed water and wastewater facilities, identify alternatives for improvements, and prepare project cost estimates (Project Manager).
  • Oversee and review the preparation of plans, specifications, permit applications, bidding documents, and construction administration tasks for capital improvement projects (Project Manager).
  • Perform and oversee sewer system condition evaluations, including coordination of sewer televising and related field investigations (Project Manager).
  • Coordinate with contractors and client staff throughout design and construction to resolve issues and maintain project progress (Project Manager and Project Engineer).
  • Prepare and review Act 537 Plans and Chapter 94 Reports related to wastewater facilities planning and regulatory compliance (Project Manager).
  • Review proposed land development projects for impacts on water and wastewater infrastructure and prepare technical comments and recommendations (Project Manager and Design Engineer).
  • Assist with quality assurance and quality control (QA/QC) activities for design reviews, ensuring adherence to standards and contract requirements (Project Manager and Project Engineer).
  • Prepare design plans, construction specifications, and engineering studies for water and wastewater infrastructure projects, including new construction and rehabilitation (Project Engineer).
  • Research and apply state and local design standards to ensure compliance with regulatory and permitting requirements (Project Engineer).
  • Collaborate with contractors and clientsโ€™ engineering staff to clarify design intent, address questions, and support successful project delivery (Project Engineer).
  • Support Project Managers with a variety of engineering tasks across multiple projects, including technical analysis, documentation, and coordination (Project Engineer).
  • Assist Project Engineers and Project Managers with calculations, technical reports, permit applications, cost estimates, plan preparation, and specification development for water and wastewater projects (Design Engineer).
  • Participate in construction administration activities, including responding to requests for information, reviewing shop drawings, and supporting field staff (Design Engineer).
  • Review land development plans, assist in the preparation of escrow quantities, and support construction administration related to developer improvements (Design Engineer).
  • Use design software and tools such as AutoCAD Civil 3D and hydrologic/hydraulic applications to support engineering design and documentation (Design Engineer and Project Engineer).
Essential Skills
  • Bachelor of Science in Civil Engineering, Environmental Engineering, or an equivalent engineering discipline (required for all levels).
  • Registration as a Professional Engineer in Pennsylvania, with at least 15 years of experience in water/wastewater engineering, including new infrastructure and rehabilitation for sewer collection, conveyance, pump stations, treatment, and water supply, treatment, transmission, storage, pumping, and distribution (Project Manager level).
  • Experience working with local and state agencies, including the Pennsylvania Department of Environmental Protection (PADEP), particularly on water and wastewater projects (Project Manager level).
  • Progressive experience working directly with clients and managing all aspects of engineering projects, including scope, schedule, budget, and deliverables (Project Manager level).
  • Demonstrated excellence in communication, project management, and client relationship skills, with the ability to lead meetings and coordinate multidisciplinary teams (Project Manager level).
  • Strong organization and leadership skills with a proven ability to understand and adhere to contractual requirements and project procedures (Project Manager level).
  • Bachelor of Science in an engineering discipline relevant to water and wastewater design, or equivalent (Project Engineer level).
  • Pennsylvania Professional Engineer registration or the ability to obtain it, with current registration as an Engineer-in-Training (EIT) required or in progress (Project Engineer level).
  • A minimum of 7 years of experience in water/wastewater design, including preparation of design plans, specifications, and studies, and demonstrated strong organizational skills (Project Engineer level).
  • Bachelor of Science in Civil Engineering or an equivalent engineering discipline (Design Engineer level).
  • 0โ€“3 years of experience with water and wastewater facilities, including exposure to design, permitting, and construction administration tasks (Design Engineer level).
Additional Skills & Qualifications
  • Registration as an Engineer-in-Training (EIT) is preferred for the Design Engineer level.
  • AutoCAD Civil 3D experience is preferred for the Design Engineer level and considered a plus for the Project Manager level.
  • Experience with hydrologic and hydraulic modeling tools, such as HydroCAD or similar software, is beneficial.
  • Familiarity with preparation of Act 537 Plans is considered a plus for candidates at the Project Manager level.
  • Experience with wastewater engineering, including sanitary sewer systems, wastewater treatment, and wastewater design, is highly valued.
  • Experience with water engineering, including water main design, water treatment, water resources, and water supply systems, is advantageous.
  • Background in water/wastewater civil engineering, including sewer collection systems, pump stations, piping systems, and water and wastewater infrastructure, is beneficial.
  • Experience reviewing land development submissions and coordinating with developers and municipal staff is desirable.
  • Strong attention to detail, time management, and the ability to handle multiple concurrent projects effectively.
  • Ability to collaborate with multidisciplinary teams and adapt to a variety of project types and client needs.
Work Environment

The role is based in a multi-office municipal engineering firm with locations in Pennsylvania and New Jersey. The Warrington office is a larger, established office where each employee has a private office, providing a focused and professional work setting. The Malvern office is newer and offers a modern environment, while the Easton office provides a smaller, close-knit team atmosphere. Work involves typical office-based engineering activities, including computer-aided design, report preparation, and coordination with field staff and clients. The firm is mid-sized, with approximately 90 staff across all offices, and is actively growing by bidding on and winning projects alongside larger regional and national firms. Pay and Benefits

The pay range for this position is $31.25 - $62.50/hr.
