Job description

Program Overview
CRS is seeking a proven Program Manager (PgM) to lead the execution of a Blanket Purchase Agreement (BPA) supporting a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The mission spans multiple OCONUS locations across a broad Area of Responsibility (AOR) and directly enables Department of War (DoW) projects in dynamic, operationally significant environments.
As the single point of accountability named for the first Task Order (TO) issued under the BPA solicitation, the PgM provides management, direction, administration, quality assurance, and leadership across the full scope of BPA execution. This is a designated Key Personnel position: the individual named here holds the authority to make decisions on behalf of the contractor and serves as the Government's primary interface for contractual, programmatic, and resource matters.
Position Summary
The PgM shall provide management, direction, administration, quality assurance (as specified in Section C.5.1), and leadership of the execution of this BPA. The PgM shall oversee all contractor and subcontractor personnel, supervise ongoing technical efforts, and manage overall BPA performance to ensure the optimal use of assigned resources. The individual shall have the authority to make decisions for the contractor's organization in response to Government issues, concerns, and comments, and shall be proactive in alerting the Government to potential contractual, programmatic, or resource issues.
Key Responsibilities
• Serve as the named Program Manager for the first Task Order issued under the BPA and as the contractor's single, authoritative point of contact to the Government.
• Provide overall management, direction, administration, and leadership for the execution of the BPA and all associated Task Orders.
• Establish and enforce quality assurance across all deliverables and services in accordance with Section C.5.1 and the contractor's Quality Control Plan.
• Oversee and supervise all contractor and subcontractor personnel, including staffing, performance management, and coordination across multiple OCONUS locations within the AOR.
• Supervise ongoing technical efforts and manage overall BPA performance to ensure optimal use of assigned resources, on-time delivery, and cost control.
• Exercise full decision-making authority for the contractor's organization in response to Government issues, concerns, and comments.
• Proactively identify and alert the Government to potential contractual, programmatic, staffing, schedule, or resource risks, and lead timely mitigation.
• Oversee SCRUM-based / Agile execution of program methodologies, coordinating sprint planning, cadence, and delivery across distributed teams.
• Coordinate and ensure compliance with foreign Host Nation and Status of Forces Agreement (SOFA) requirements, regulations, and processes across the AOR.
• Serve as principal liaison to the Contracting Officer (CO), Contracting Officer's Representative (COR), and Government stakeholders, providing accurate and timely program reporting.
Required Qualifications
The following qualifications are mandatory for this position:
• Shall possess an active Top Secret (TS) clearance with eligibility to SCI based on a Single Scope Background Investigation (SSBI).
Desired Qualifications
The following qualifications are strongly desired and will be viewed favorably:
• A minimum of ten (10) years of experience planning, directing, coordinating, and managing methodologies and approaches for projects and programs similar in scope and complexity to this BPA.
• Experience planning, directing, coordinating, and managing the contractor's proposed methodologies and approach - to include overseeing SCRUM-based execution - for a project or program similar in scope and complexity to this BPA with multiple OCONUS locations assisting Department of War (DoW) projects.
• Experience with foreign Host Nation and Status of Forces Agreement (SOFA) requirements, regulations, and processes within a broad Area of Responsibility (AOR).
• Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
