Program Specialist
(Administrative Analyst/Specialist - Non-Exempt)

Compensation and Benefits

The anticipated salary hiring range is $4,799 to $4,993 per month (Steps 1 - 3), commensurate with qualifications and experience. The salary range for this classification is $4,799 to $6,992 per month. 

This full-time position is temporary and expected to end on or before June 30, 2027. Extension of this assignment is contingent upon sufficient additional funding and satisfactory performance.

Positions at Fresno State are to perform their work onsite. Some positions, depending upon University needs and operations, may be eligible for remote work, one day per week, pursuant to Fresno State's remote work guidelines and the CSU policy.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Job Summary

Working under the general supervision of the Director of Tribal Relations, the Program Specialist position will provide support to program operations and collaboration efforts for the Tribal Relations office including necessary support to the CalNAGPRA preparation work through the Repatriation Coordinator, in order to prepare items and materials for compliance.

Key Qualifications

  • Knowledge and skill in methods and procedures for research and statistical analysis and the ability to apply them.
  • Skill/Ability to: Communicate clearly, concisely, and professionally, both orally and in writing, and prepare detailed written reports and correspondence.
  • Ability to interpret and apply policies and procedures independently and use judgment and discretion to act when precedents do not exist.
  • Ability to create and maintain program records and provide data for review in developing and implementing strategies to support programmatic goals and enhance processes.
  • Organizational and time management skills to work in a fast-paced environment with frequent interruptions, shifting priorities, critical deadlines and consistently providing quality customer service. 
  • Ability to apply independent judgment, discretion, and initiative to address problems and develop practical, thorough, and creative solutions. 
  • Demonstrated ability to deal appropriately with confidential information and exercise good judgment on sensitive matters.

Education and Experience

  • Bachelor's degree in a related field and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or program

 

Preferred Qualifications

  • One year professional experience in government operations or tribal administration.
  • Masters' Degree or PhD in Native American studies, museum studies, anthropology, cultural resource/heritage management, or related fields.
  • Experience working with and in Tribal communities and /or within CSU system.
  • Experience working with archiving procedures that may include cataloging. 
  • Knowledge of repatriation process including federal and state Native American Graves Protection and Repatriation Act (NAGPRA and CalNAGPRA) regulations, and ability to read and analyze documents. 
  • Understanding of the consultation practices and processes with Native American Tribes.
