Job Description

Turner & Townsend is seeking a Project Manager to support the delivery of major public-sector construction projects. This position plays a key role in coordinating design and construction activities, providing owner’s representation, and ensuring projects advance in alignment with client expectations. The ideal candidate brings strong technical knowledge of building and infrastructure projects, along with excellent communication and organizational skills.

Projects may include new facility construction, capital program initiatives, and renovation work across a variety of public-sector facilities. Candidates should be comfortable managing multiple project types and navigating the regulatory landscape associated with municipal construction. Experience in infrastructure delivery is highly beneficial.

*This is a full-time, onsite position based at the client’s facility in Clearwater, FL.

Responsibilities:

  • Manage day-to-day project activities throughout all phases, from early planning and design through construction and close-out.
  • Act as a key point of contact between Turner & Townsend, the client, design teams, consultants, and contractors.
  • Support the management of project scope, budgets, schedules, procurement processes, and risk tracking.
  • Create and maintain updated project documentation, schedules, and work plans that reflect client priorities and compliance requirements.
  • Lead and document routine meetings with project stakeholders, ensuring items are clearly communicated and addressed promptly.
  • Track progress against project goals and recommend actions to correct deviations.
  • Administer change management procedures and maintain organized project records.
  • Prepare project updates, financial summaries, and status reports for client review.
  • Help ensure project adherence to quality benchmarks, safety standards, and environmental regulations.
  • Coordinate with local agencies, utilities, and permitting entities to maintain compliance with municipal requirements.
  • Support procurement tasks such as drafting RFPs, evaluating bids, and assisting with contract discussions.
  • Provide guidance to junior team members and assist in strengthening project delivery practices within the team.
  • Conduct risk evaluations and propose strategies appropriate for public-sector construction environments.
  • Contribute to sustainability, resilience, and long-term asset performance considerations during planning and execution.
  • Track project metrics and report on KPIs tied to performance and client satisfaction.
  • Recommend improvements to project management processes, templates, and tools.
  • Adhere to SOX controls and compliance requirements where applicable.
Qualifications
  • Ability to work full-time onsite at the client’s Clearwater, FL facility.
  • 5+ years of project management experience within public works, municipal construction, infrastructure, or related fields.
  • Proven experience overseeing multidisciplinary design and construction efforts, including civic facilities, parks, infrastructure upgrades, and new ground-up builds.
  • Familiarity with capital improvement planning and renovation projects, including specialized systems such as fire suppression.
  • Strong advisory skills during the early project definition and planning stages.
  • Excellent communication, leadership, and stakeholder engagement abilities.
  • Proficiency in MS Office, MS Project, and project management platforms; understanding of contracts and construction documentation.
  • Ability to interpret drawings, technical specifications, and prepare procurement documents such as RFPs.
  • Bachelor’s degree in Engineering, Construction Management, Architecture, or a related discipline.
  • Professional certifications such as PMP or CCM are preferred.
  • Demonstrated capability to manage multiple priorities with limited supervision.
  • Experience working in fast-moving, collaborative project environments with demanding client needs.
  • Infrastructure delivery experience is an advantage.
