This is a remote position
This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.
Qualifications
Education and Experience: Bachelor's degree and five years of full-time professional experience in social services, human services, education, auditing, accounting, or social services grant coordination. At least two years of this experience must have been in Program policy development, federal program contract management, case management, eligibility determination, or process improvement (such as LEAN or Six Sigma certification).
Substitution of Experience for Education: Additional full-time professional experience in a field as listed above may substitute for the required education on a year-for-year basis, there being no substitution for the required two years of specialized experience.
Substitution of Graduate Education for Experience: Graduate course work in any social services field, including social sciences, statistics, education, public administration, and/or business may be substituted for the required experience, on a year-for-year basis, to a maximum of two years, there being no substitution for the required two years of specialized experience.
OR
Experience equivalent to one year as a DHS Program Specialist with the Tennessee Department of Human Services.
Necessary Special Qualifications: Applicants for this class may be required to:
  1. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  2. Agree to release all records involving their criminal history to the appointing authority;
  3. Supply a fingerprint sample prescribed by the TBI based criminal history records clerk.

Overview
This classification performs human services program evaluation, coordination, and consultative work of average difficulty. An employee in this class is responsible for specific program coordination, evaluation, and monitoring to assure programs and contracts are being administered in accordance with all pertinent policy and procedures or acting as the lead policy writer for a program. This class differs from that of DHS Program Specialist in that an incumbent of the latter evaluates program delivery or interprets policy and procedures for subordinate staff and may receive technical assistance from an employee in this class.
Responsibilities
  1. Writes, revises, and implements program policies, monitors for compliance, and recommends corrective actions as needed. Analyzes the organization, structure, and functions of a unit and develops procedures to enhance service quality, timeliness, and effectiveness.
  2. Evaluates contracts or other budgetary items to ensure proper use of funding, accurate records, and contract compliance. Estimates funding needs and determines impact of service delivery proposals on budget.
  3. Compiles, categorizes, calculates, verifies, and/or analyzes data, statistics, or other information from various systems and external sources to ensure adherence to regulations and support leadership in strategic initiatives.
  4. Identifies, develops, and implements long-range objectives and strategies to improve quality of service, achieve program goals, and ensure efficiency. Analyzes information and evaluates results to determine the best solutions and solve problems.
  5. Reviews casework and provides feedback; identifies training needs and develops and/or conducts specialized training for staff, contracted agencies, and community organizations. Reviews and addresses customer concerns.
  6. Disseminates program information and promotes divisional programs to staff, providers, internal/external partners, contractors, and the public. Develops and maintains constructive and cooperative relationships with internal/external partners.
  7. Serves as a technical liaison by reviewing, interpreting, and explaining current or updated policies and procedures to staff, contractors, or partners, ensuring clear understanding, implementation, and compliance with regulations. Performs program quality assurance monitoring and monitors contractors for adherence to policies and procedures.
  8. Compiles, categorizes, calculates, verifies, and/or analyzes data, statistics, or other information from various systems and external sources to ensure adherence and support leadership in strategic initiatives. Provides input into the functionality and design of new technologies or systems and assists with user acceptance testing.
