Job description

Responsibilities
Noblis ESI is seeking an experienced GEOINT Ground System Program Office Systems Engineering and Technical Assistance (SETA) to support our government customer on-site in Chantilly, Virginia.
Responsibilities Include:
  • Program Development
    • Draft and coordinate program technical and budget requirements.
    • Project 5-year budget requirements and document basis of estimates.
    • Develop acquisition strategies and budget distribution.
    • Coordinate closely with Government program management, budget, and contracting officers to manage program budgets.
  • Emerging Technology Development
    • Document areas of interest to improve current or fill future gaps for processing apps, host frameworks, and mission management capabilities.
    • Develop and support rapid competitive source selections (end-to-end management of process from RFP development to award and execution - following both traditional and non-traditional acquisition approaches).
    • Coordinate directly with Government and contractor program management and SMEs to manage technology and Agile software development.
    • Facilitate transition of promising processing apps and mission management capabilities and operations.
  • Data Processing Project Acquisition
    • Perform project and budget management throughout the project lifecycle.
    • Coordinate directly with Government and contractor PMs and SMEs to develop and deliver capabilities.
    • Support Agile software development management and capability deliveries.
    • Guide project expansion and source funds to support multiple mission partners.

Required Qualifications
  • Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
  • US Citizenship is required.
  • Bachelor's degree and a minimum of 8 years of related experience OR Master's degree and 6 years of related experience OR Doctorate and 4 years of related experience OR High School/equivalent with 14 years of related experience.
  • GEOINT tasking, collection, planning, and processing expertise, particularly for national overhead systems.
  • Experience with non-traditional acquisition approaches (Other Transaction Authorities).
  • Experience with radar processing systems.
  • Contracting, financial and program management functions in support of Government program offices.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $132,900.00 - USD $207,750.00 /Yr.
