Job description

Program Manager - Test and Evaluation

Job Description: Providing Test and Evaluation support to the PMA-280, PMA-242, PMA-263 and PMA-201 Program Offices at Patuxent River, MD 20670. We are looking for applicants at the Journeyman (3-10 years' experience) and Senior (10+ years' experience) levels.

The Program Manager will have the following responsibilities:

Responsibilities May Include (Depending on the Platform)

  • Produce and maintain test execution metrics and status reports to support program leadership and decision-making.

  • Utilize Integrated Test and Evaluation Management Systems (iTEMS), including iTrack and iTest, to support test planning and execution tracking.

  • Coordinate and administer the Test Data Management Working Group, including scheduling and facilitating quarterly meetings.

  • Develop Supportability Test Plans to ensure Systems (ship, weapons, and aircraft) Logistics products go through the appropriate Test and Evaluation processes.

  • Execute Supportability Test Plans, evaluate collected data, and provide test results and reports.

  • Facilitate Contract Deliverables Requirements List (CDRL) reviews for test teams, ensuring accuracy and timely submission of required documentation to the Program Office.

  • Use Microsoft Project to track schedules, milestones, and task progress related to test activities.

  • Support long term planning for technical and engineering support requirements and test capability development.

  • Manage the receipt, organization, and archival of all test reports, including both government- and contractor-generated documentation.

  • Participating in program technical reviews, Deficiency Reviews, System Verifications Review and others as necessary.

  • Supporting technical studies, analyses, and planning to refine test verification methods and approaches.

  • Research, prepare and maintain support documents for Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Analyses of Alternatives (AoAs) and other documentation in support of acquisition program management.

  • Coordinate recurring and ad hoc meetings, including preparation of slide decks, briefing materials, and memos; ensure conference room readiness and VTC functionality.

  • Experience: Must have 3-10 or 10+ years of experience. Navy acquisition and test experience required. Must be familiar with Microsoft applications.

Education: A Bachelor's Degree may be substituted for 4 years of work experience; a Master's Degree may be substituted for an additional 2 years.

Security Clearance: Must be able to obtain and maintain a Department of Defense Secret and/or Top Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
