We are currently seeking a Program Manager to join our team in Arlington, Virginia (US-VA), United States (US).

Job Summary:

NTT DATA is seeking a senior IT Program Manager to oversee day-to-day execution of the government task order and serve as the contractor’s single point of contact to the Contracting Officer, COR, and senior Government stakeholders. The right candidate is a hands-on delivery leader who can manage a multidisciplinary enterprise engineering and operations program, maintain disciplined reporting and governance, resolve technical and administrative issues, and keep teams aligned to mission, schedule, quality, and performance objectives.

Job Duties:

  • Lead all contractor work performed under the task order and coordinate execution across technology evaluation, architecture, engineering, operations and maintenance, and project management workstreams.
  • Serve as the primary contractor interface to the Contracting Officer, COR, Government program managers, and senior stakeholders; acknowledge urgent requests within one hour during required business hours.
  • Manage performance tracking, weekly status reporting, monthly Program Management Reviews, quality control, risk and issue management, staffing, subcontractor coordination, invoicing, and financial reporting.
  • Develop and maintain the program management framework, including project schedules, staffing plans, quality control plans, transition plans, organizational charts, action-item tracking, and executive-level reporting.
  • Coordinate multiple technical teams and projects, manage interdependencies, identify schedule or delivery risks early, and drive practical recovery and mitigation plans.
  • Lead transition-in and transition-out activities, knowledge transfer, and the handoff of engineered capabilities into operations without disruption to mission services.
  • Apply Agile and Scrum practices where appropriate while maintaining the governance and documentation expected for a large Federal IT program.
  • Promote continuous improvement, transparent communication, and measurable service delivery across the contractor team.

Basic Qualifications: 

  • Bachelor’s degree in management, computer science, information systems, or a closely related technical or management field.
    • In lieu of a bachelor’s degree, at least 15 years of IT program management experience.
  • Current Project Management Professional (PMP) certification.
  • Current ITIL v4 Foundation certification or higher (must obtain ITIL v5 Foundation before being proposed)
  • Minimum 5 years of IT program management experience, including responsibility for delivery across multiple technical teams or workstreams.
  • Minimum 10 years of experience supporting federal clients in an IT/technical environments.
  • Active Top Secret security clearance with ability to obtain SCI access

Preferred Qualifications:

  • Already maintains an ITIL v5 Foundations certification.
  • Experience managing a large Federal IT task order with subcontractors, formal deliverables, and recurring COR-facing reviews.
  • Demonstrated experience managing enterprise IT programs involving infrastructure, network, cloud, cybersecurity, systems engineering, or operations and maintenance.
  • Experience applying Agile and Scrum methods in an enterprise delivery environment.
  • Strong executive communication, problem-solving, organization, and stakeholder-management skills.
  • Experience with engineering-to-operations transition, ITIL-based service delivery, and continuous improvement.
  • Familiarity with cloud, network, identity and access management, mobility, collaboration, or enterprise architecture programs.
  • Experience supporting highly regulated or classified Federal environment.

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $117,232 - $195,388. Actual compensation will depend on a number of factors, including the candidate’s relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
