Job Summary

The Program Manager is responsible for leading and managing the Maintenance Figure of Merit (MFOM) Software Modernization Program, supporting NAVSEA Surface Maintenance and Readiness initiatives. This individual serves as the primary interface with Government leadership and is responsible for successful contract execution, customer satisfaction, operational excellence, and strategic program growth.

The Program Manager provides executive leadership across all aspects of program execution, including cost, schedule, technical performance, staffing, subcontractor management, risk management, quality assurance, and financial performance. This position leads multidisciplinary software development and operational teams while fostering a culture of accountability, innovation, collaboration, and continuous improvement.

In addition to delivering exceptional program performance, the Program Manager partners with executive leadership and Business Development to identify follow-on opportunities, support capture and proposal efforts, strengthen customer relationships, and contribute to VSolvit's long-term strategic growth.

 As with any position, additional expectations exist. Responsibilities

Program Leadership & Execution

  • Lead the successful execution of the MFOM Software Modernization Program supporting NAVSEA Surface Maintenance and Readiness initiatives
  • Direct all aspects of contract execution, including cost, schedule, technical performance, staffing, subcontractor management, quality, risk management, and customer satisfaction
  • Lead and oversee day-to-day execution of assigned programs and projects, ensuring contractual requirements, operational objectives, performance metrics, and mission outcomes are achieved
  • Manage program personnel, schedules, facilities, equipment, and operational resources supporting government contract execution
  • Provide leadership for geographically dispersed, cross-functional software development, engineering, analytics, DevSecOps, Agile, and project management teams
  • Lead and mentor software developers, engineers, analysts, Scrum Masters, and project personnel while fostering accountability, collaboration, innovation, and continuous improvement
  • Oversee Agile software development, DevSecOps, cloud modernization, AI-enabled capabilities, data analytics, and continuous delivery initiatives supporting the Navy's maintenance and readiness mission
  • Oversee change management activities including communications, documentation, training, stakeholder engagement, and organizational adoption

Customer Leadership

  • Serve as the primary interface with Government leadership, building trusted customer relationships through transparency, responsiveness, and mission-focused execution
  • Act as the principal liaison between Government customers, military leadership, subcontractors, industry partners, and internal stakeholders
  • Provide executive-level briefings, program status updates, risk assessments, financial performance, and strategic recommendations to Government and corporate leadership
  • Maintain clear, proactive, and consistent communication with customers, executive leadership, subcontractors, and internal teams

Financial & Contract Management

  • Manage overall contract financial performance, including forecasting, revenue, budget execution, labor planning, resource allocation, and profitability in partnership with Finance and executive leadership
  • Support cost controls, labor forecasting, staffing strategies, and operational planning to ensure successful contract performance
  • Ensure compliance with contractual requirements, company policies, quality standards, and applicable Government regulations

Operational Excellence

  • Identify operational improvements and innovative solutions that improve mission effectiveness and deliver measurable value to the Government customer
  • Implement initiatives that improve operational efficiency, quality, delivery performance, customer satisfaction, and workforce effectiveness
  • Support modernization initiatives, automation platforms, AI-enabled capabilities, and digital transformation efforts
  • Collaborate with technical teams to integrate emerging technologies into program delivery
  • Document operational procedures, workflows, lessons learned, and process improvements

Business Leadership & Growth

  • Support strategic planning, long-term program execution, and customer expansion initiatives
  • Identify and evaluate opportunities for contract growth, follow-on work, recompetes, and strategic customer expansion
  • Partner with Business Development and executive leadership to strengthen customer relationships and position VSolvit for future opportunities
  • Participate in capture planning, proposal development, technical solutioning, staffing strategies, transition planning, and proposal reviews
  • Support organic growth by identifying opportunities to expand services and deliver additional value to Government customers

People Leadership

  • Recruit, develop, mentor, coach, and evaluate assigned personnel while building high-performing teams
  • Foster a culture of accountability, collaboration, innovation, and professional development
  • Support workforce planning, succession planning, employee development, and performance management

Basic Qualifications

  • U.S. Citizenship required
  • Active DoD Secret Security Clearance required
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Business, Technology Management, or a related discipline
  • Demonstrated experience managing large, multi-functional Government programs within the Department of Defense or Federal contracting environment
  • Experience managing U.S. Navy software development, modernization, sustainment, or maintenance programs
  • Experience leading multidisciplinary teams of 15 or more technical and non-technical personnel
  • Strong knowledge of Government contract management, financial oversight, FAR/DFARS compliance, and program execution
  • Experience managing significant program budgets, labor forecasting, revenue, and operational performance
  • Demonstrated success managing cost, schedule, technical performance, quality, and customer satisfaction
  • Experience delivering executive-level briefings and presentations
  • Excellent written and verbal communication skills
  • Strong customer relationship management and executive engagement skills
  • Experience with Agile software development, DevSecOps, cloud technologies, AI-enabled solutions, and digital transformation initiatives
  • Demonstrated strategic thinking, analytical ability, organizational skills, and sound decision-making
  • Experience leveraging Artificial Intelligence (AI), automation, and advanced analytics to improve program execution, operational efficiency, decision-making, software delivery, or customer mission outcomes
  • Demonstrated ability to identify, evaluate, and implement emerging technologies, including AI-enabled solutions, to drive innovation and continuous improvement within DoD or Federal programs
  • If applicable: If you are or have been recently employed by the U.S. government, a post-employment ethics letter will be required if employment with VSolvit is offered

Preferred Qualifications

  • Master's degree in Engineering, Computer Science, Business Administration, or related discipline
  • Minimum two years supporting NAVSEA organizations
  • Experience supporting maintenance modernization, logistics, readiness, or fleet sustainment programs
  • Experience supporting AI-enabled analytics, predictive maintenance, digital engineering, or cloud modernization initiatives
  • Two or more years supporting Business Development, Capture, proposal development, technical solutioning, and transition planning
  • Project Management Professional (PMP) certification
  • SAFe Agilist, SAFe Program Consultant (SPC), or similar Agile certification
  • Military leadership experience, particularly within Navy maintenance, logistics, operational support, or engineering organizations
