Summary:

The Manager, Data Engineering is responsible for Contexture data engineering, development, implementation and maintenance for related activities of the organization. The role will provide technical direction and administrative support for the daily developmental, implementation and maintenance activities of the Data Engineering team. This position will have developmental, implementation and maintenance responsibility for Contextures enterprise data management strategy that is in alignment with business processes, to enable organizational business intelligence, reporting, visualization and analysis. The Manager will coordinate and implement data ingestion, storage, transformation, curation, consumption, and automation activities to support the data management strategy for both internal and external customers. This position is responsible for ensuring that team members have the appropriate knowledge and understanding of the underlying technologies and standards to provide effective and efficient development, implementation, and support for all assigned data engineering activities. This individual will serve as a technical expert for internal and external stakeholders as it relates to enterprise data management solutions offered by Contexture.

This position is based in Phoenix Arizona; Denver Colorado; or Grand Junction, Colorado and requires local residency in one of these base locations. Our strategic flexibility allows for local work from home opportunities.

Essential Duties and Responsibilities include the following:

  • Coordinates with the other Contexture departments to ensure that all HIE/HIT data services are delivered on time, error free and that they meet organizational and customer service expectations.
  • Provides daily supervision and management of assigned staff, maintain allocated staffing levels including leading recruitment efforts and creating on-boarding plans for new or transferred employees.
  • Provides mentoring, coaching, and educational activities to support employee development that aligns with organizational goals and objectives.
  • Ensures Data Engineering development staff assignments and allocations are maintained, up-to-date, and equitable.
  • Ensure high level of data availability implementing and improving processes that ensure the stability and performance of our data products.
  • Provide evaluations, analysis, and recommendations for system enhancements, performance optimization techniques, and development methodology advancements.
  • Create solutions that adhere to privacy, governance, legal, compliance and other standards.
  • Develops and implements policies and procedures which foster and sustain best practices for the department's data and engineering use case development methodologies, including project initiation, planning, execution, control and closing.
  • Oversee the optimization of data pipelines for latency, throughput, and reliability, ensuring alignment with SLAs and business needs; working cross functionally as needed.
  • Collaborate with senior leadership to define and execute the data engineering roadmap aligned with organizational goals.
  • Serve as a liaison between data engineering, data services and business intelligence, data governance, application development, project management and IT teams to ensure cohesive data strategies and execution.
  • Prioritizes team goals and tactics ensuring that the activities of the group are in line with organizational goals and objectives, customer project commitments and expectations.
  • Tracks and monitors key inter- and intra-project variables and distribute key project information to all impacted areas of the organization.
  • Supports assessment and reports risks related to assigned projects and participate in the development and implementation of mitigation plans, with appropriate escalation to executive team, as needed.
  • Controls activities related to the management of assigned implementation projects to bring the projects to a timely close and transition the client appropriately.
  • Ensures proactive communications with clients are conducted periodically regarding progress during implementation period and aids as needed.
  • Oversees the engineering maintenance of a core data set for clinical, claims, SDOH, operational financial, and administrative data elements for testing and quality control.
  • Maintains both a test and production library of data assets, including queries, API calls, and report formats to ensure data quality and standardization of processes.
  • Assists with the evaluation and testing of emerging technologies, data management and data access tools.
  • In conjunction with the data governance team, utilize the library of all required standard vocabularies and nomenclatures used in normalizing inbound and outbound data.
  • Support implementation of strategic business plans, processes, and other necessary project documents to support the successful management of Contexture programs.
  • Maintains, enhances, and broadens knowledge and skills related to data management and data access tools and applications and industry best practices.
  • Performs other related duties as assigned.

  • Prior hands-on experience as a technologist working with enterprise data management solutions, including data warehousing, cloud technology, relational databases and dashboarding tools, including SQL Server, Snowflake, Tableau, etc.
  • Experience working with cloud and modern data technologies, solutions and platforms.
  • Experience with creating technical roadmaps and driving data operations & engineering projects to timely delivery.
  • Extensive knowledge and application of both Python and SQL development in a production environment with terabyte-sized datasets that are both structured and unstructured.
  • Working knowledge of healthcare interoperability standards such as HL7 (Health Level 7), FHIR (Fast Healthcare Interoperability Resources), CDA (Clinical Document Architecture), etc.
  • Working knowledge of healthcare clinical code sets such as LOINC, SNOMED, CPT, ICD-10, etc.
  • Drive the adoption of data-driven decision-making processes across the organization, promoting a culture of data literacy and data-informed strategies.
  • Experience in design, implementation, and maintenance of healthcare evaluation systems.

Education/Experience

Minimum of 5+ years of experience in the development, maintenance, and support of data related positions, focused in health system performance measurement structures to include process, outcome, value-based payment, and patient experience metrics development and uses. Experience in leading and managing cross functional technical and user-based teams, preferred. Bachelor's Degree, or commensurate directly related work experience, is required with a concentration in a data-related field such as Computer Science, Informatics, Mathematics, Engineering, etc. Master's Degree is preferred. Minimum 2+ years prior management experience required.
