Be our next strategic and results-driven Program Manager to lead the planning, design, and delivery of parks and public infrastructure programs for municipal clients.

Your work environment at EXP

This position combines program management, strategic planning, and business development, with a focus on parks and recreation master planning, design and construction oversight, and bond-funded capital program implementation. The role also supports RFQ/RFP pursuits, client development, and market growth across South Florida.

The Program Manager will serve as a trusted advisor to municipal clients and a key contributor to EXP's continued expansion in the public sector.

Strategic & Master Planning

  • Lead development of parks and recreation master plans, capital improvement plans (CIPs), and implementation strategies
  • Support long-term municipal planning initiatives incorporating resilience, sustainability, and community priorities
  • Facilitate stakeholder engagement, public meetings, and workshops
  • Advise clients on program prioritization and funding strategies

Program Management & Capital Delivery

  • Serve as Program Manager / Owner's Representative for parks and public infrastructure programs
  • Manage a portfolio of capital projects from planning through design and construction
  • Develop and implement program governance, reporting systems, and performance metrics
  • Oversee scheduling, budgeting, cost control, and resource allocation across multiple projects

Design & Construction Management

  • Provide oversight of design development, peer reviews, constructability analysis, and value engineering
  • Coordinate multidisciplinary teams including engineers, landscape architects, planners, and contractors
  • Monitor construction progress, compliance, and quality assurance
  • Manage construction-phase activities including RFIs, change orders, and field coordination

Bond & Capital Program Management

  • Administer bond-funded parks and infrastructure programs, including financial tracking and reporting
  • Support development of capital budgets, cash flow projections, and funding strategies
  • Ensure compliance with municipal procurement processes and funding requirements
  • Coordinate with agencies and stakeholders for program implementation

Business Development & Client Management

  • Develop and maintain strong relationships with municipal clients (cities, counties, agencies)
  • Identify and pursue new opportunities aligned with EXP's strategic growth objectives
  • Represent EXP at client meetings, industry events, and public forums
  • Support account management and client satisfaction initiatives

RFQ/RFP Pursuits & Proposal Development

  • Lead or support preparation of RFQs, RFPs, and other solicitations
  • Coordinate multidisciplinary teams in developing technical approaches and staffing plans
  • Contribute to proposal strategy, positioning, and interview preparation
  • Leverage existing project experience to strengthen proposal narratives and win themes

What your experience looks like

  • Bachelor's degree in Civil Engineering, Urban Planning, Landscape Architecture, Construction Management, or related field
  • 10+ years of experience in program or project management for municipal infrastructure projects
  • Demonstrated experience with parks, public spaces, or recreational infrastructure programs
  • Strong experience in design management and construction oversight
  • Proven ability to manage budgets, schedules, and multidisciplinary teams
  • Professional Engineer (PE), AICP, PMP, or similar certification
  • Experience managing bond-funded programs or Capital Improvement Programs (CIPs)
  • Experience with RFQ/RFP development and business development
  • Strong familiarity with South Florida municipal clients and regulatory environment
