Acquisition Program Manager
The Acquisition Program Manager will provide acquisition lifecycle support to U.S. Government (USG) programs focused on counternarcotics and Defense Security Cooperation Agency (DSCA) requirements. The specialist will assist in developing, managing, and reviewing acquisition documentation and processes associated with third-party contracts from pre-award through post-award phases.

Estimated Starting Salary Range for Acquisition Program Manager: 85K
Pay commensurate with experience.

Acquisition Program Manager Responsibilities Include:
  • Assist the USG in the development of all acquisition pre- and post-award documentation in support of counternarcotics and DSCA requirements, inclusive of activities associated with developing, reviewing, issuing, and closing task orders for third-party contracts.
  • Provide support for analyzing, critiquing, and assessing the adequacy, timeliness, and cost effectiveness of work performed by third-party Contractors as required by individual task orders and as required at Program Management Reviews (PMR).
  • Assist in conducting research to define and refine requirements, draft acquisition documents (e.g., PWS/Statement of Work (SOW)/Statement of Objectives (SOO), Transportation and Equipment Lists (TEL), cost estimates, sole source justification and approvals, etc.), and support other tasks as required by the USG.
  • Facilitate development of work breakdown structures and risk analysis as part of the development of the PWS, SOW, or SOO, feasibility reviews, pricing and availability (P&A), and solicitations.
  • Assist in drafting documents for the USG
    • Sole source (brand name only) justifications and approval (J&A);
    • Various types of Government cost estimates;
    • Feasibility reviews;
    • Price and Availability (P&A);
    • Requirements documents (SOO, SOW, PWS);
    • Services Summary;
    • Contract Deliverables;
    • Quality Assurance Surveillance Plan (QASP);
    • Teleconference summaries (to include facilitation of meetings);
    • Results of source selection (Recorder);
    • Contracting Officer Correspondence Memorandums;
    • Task order kick off presentation (format provided by the USG);
    • Metrics for each task order (format provided by the USG);
    • Quad charts for each task order (format provided by the USG);
    • PMR presentation;
    • Documents to support internal and external audits (e.g. IG Audit, Self-Inspection).
  • Assist the USG with developing and updating templates as required.
  • Provide advisor and recorder support for CNSP technical evaluations of third party proposals and provide recommendations to the USG.
  • File and maintain all contract documentation in a location provided by the USG. Records shall be updated within two (2) business days of receipt.
  • Review of deliverables; to include, documenting findings and developing recommended courses of action;
  • Day-to-day management of task orders;
  • Conducting background research and revising acquisition documentation;
  • Contract close out activities, including verifying third-party contract compliance, inspecting deliverables and archiving contractual records.
    • Facilitate meetings for all stakeholders to provide updates on projects, including liaising with the CCMDs and other USG customers, as required.
  • Schedule teleconferences with CCMDs and other USG customers;
  • Send calendar invitations;
  • Develop and distribute conference agenda, conference minutes, tracking spreadsheets and presentation materials to keep all stakeholders abreast of issues;
  • Facilitate conference calls as directed by the USG, distributing weekly action list updates within one business day of meeting start.
    • Attend and participate in meetings, as directed by the Government, including all-hands meetings, PMRs, and conference calls.
    • Required to gather, provide, enter and update data/information on US Government-owned and controlled digital platforms (e.g., Strategic Management Tool (SMT), Microsoft (MS) Teams, MS SharePoint, DSCA SOCIUM) and other acquisition-related systems as indicated by the USG.
  • Entering contract information.
  • Updating contract status and information.
  • .Uploading and maintaining quality documents
    • Establish an invoice tracker, format provided by the USG, post third party contract award, and update with any/all executed contract modifications.
  • Performs other job-related duties as assigned.

Post-Award Activities.
Acquisition Program Manager Experience, Education, Skills, Abilities requested:
  • A minimum of 8 years of acquisition experience, including:
  • 2 years of program management experience.
  • 2 years of service acquisition experience demonstrating familiarity with FAR, DFARS, and AFARS.
  • Certified Associate in Project Management (CAPM) certification or equivalent.
  • Strong knowledge of the Federal acquisition lifecycle and contract management processes.
  • Proficiency in Microsoft Office Suite and Government acquisition platforms (e.g., SharePoint, SMT).
  • Excellent organizational, communication, and stakeholder coordination skills.
  • Must pass pre-employment qualifications of Cherokee Federal.
