The Opportunity
Black and Veatch's Water Solution has an exciting role serving as the Program Management Portfolio Leader. This role is a prominent leadership position that works directly for the Program Management/Construction Management Solution Portfolio Director. The successful candidate will support the water solutions Program management services globally, with a focus on North America. Our Program Management team has an extensive resume of current projects to leverage, including marque projects in Dams, Tunnels, treatment facilities and conveyance systems. The role inclues expanding our presence, winning new work, and building a best-in-market Program Management practice.
The overall position objective includes contributing to significant new business growth for a Program Management services offering by strengthening existing client relationships, developing new client relationships, and leading strategy development and implementation of pursuit and capture plans for key opportunitiies that bring new business into the firm. A key measure of success will be the volume of new business develiered on an anual basis with consistent annual growth. Other key objectives of this position will be strengthening earned revenue and profitability for Program management, and expanding the tools and resources needed to provide exceptional service to our clients. In addition to the strong focus on the Program Management service offering, the position requires support to other Public Agency and Utilities service offerings in planning, asset management, design, and Construction management for facilities, linear infrastructure, and hydropower - as well as collaboration in parallel market sectors.
Key Responsibilities
  • Strengthen the brand of a Black & Veatch service offering for Program Management by maintaining visibility in external market with clients and partners. Serve as an internal champion for Program Management with local office leadership including Client Directors and Project Managers.
  • Communicate and coordinate regularly with other Business Leaders and support Program Management development that leverages early planning and/or feasibility stage involvement in Program Management.
  • With other Business Leaders, support the development of Program Management based on thought leadership and innovation that addresses project and Program drivers based on anticipated client needs.
  • Build strong client relationships with both internal and external clients. Lead or support early Program Management opportunity identification, development of pursuit and capture plans, strategy development, and pre-positioning.
  • Identify gaps and suggest improvements to the current tools and processes employed by BV to deliver Program Management services. Drive consistency in Program Management delivery capability.
  • Identify and develop resources that support the execution of Program Management. Target hires into the business who can be mentored and developed into the next generation of key Program Management support resources.
  • Be available as a Project Director, Program Manager or key Program Management resource to support pursuits and execution of work.
  • Increase B&V marketplace visibility by leading and assisting the Client Directors with participation in regional conferences and committees, community and civic associations, and other activities.

To promote alignment with our Corporate Initiatives, the following outlines your responsibilities within this framework:
Clients
  • Assist with development of and implementation of the Business Plans and selected Client Plans.
  • Provide marketing and business development leadership through identification and evaluation of opportunities and pursuits, and development of pursuit strategies in collaboration with Client Directors.
  • Lead and support proposals and projects execution as needed.
  • Support participation in professional society activities such as CMAA, AWWA, WEF, ASCE with technical advice to participants and provision of papers presentations, etc.
  • Be visible and promote various Communities of Practice, including Program management, Asset Management and Planning, Dams, Tunnels, Pipelines, etc.
  • Consider Client Directors, PDs and PMs as your internal clients.
  • Assume project director and project manager positions with assigned clients, pursuits, projects, and other specific instances as required.

People
  • Implement ASPiRE. Ensure continuous and 360 feedback, and employee engagement and empowerment.
  • Be the Champion for recruiting professionals and understand departmental hiring plans. Specifically, play a leadership role in developing a hiring plan and identify candidates and lead recruiting efforts.
  • Provide stable leadership to staff through mentoring, coordinating staff assignments.

Execution
  • Support the Regions and all of our Client Directors and Project Managers to achieve project financial goals for PGM and technical performance.
  • Develop annual goals and Individual Development Plans for professionals when assigned.
  • Actively participate in project execution on assigned basis.

Preferred Qualifications
  • Professional certifications such as DBIA, PMP, or other PMI Program Management credentials preferred.
  • 25+ years of professional experience leading complex engineering, infrastructure, or capital project programs preferred.
  • Demonstrated ability to lead and deliver programs across multiple sectors, portfolios, and service lines.
  • Proven ability to integrate and coordinate diverse technical disciplines, aligning multiple solutions into a cohesive program approach.Strong track record of managing large, complex programs involving cross-functional teams, stakeholders, and technical resources.

Minimum Qualifications
  • 15+ years in a senior project and/or program management role (prefer at least 12 years program management exp. of the 15 years of experience).
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Certifications
Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects in applicable countries, and supports where necessary.
Work Environment/Physical Demands
Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments.
Compensation Transparency
In accordance with local requirements, the annual compensation ranges for this role are listed below by state or jurisdiction and reflect the applicable office location(s) within each. Final compensation is determined based on factors such as skills, experience, qualifications, internal alignment, geographic location, and other factors permitted by law.

  • State of New York: $242,225 - $411,788
