• Supervises staff performing program, administrative, analytical, operational, and mission-support functions, including assigning work, setting priorities, evaluating performance, identifying training needs, and resolving employee issues.
• Manages budgets, workloads, contracts, and operational resources to meet program priorities using staff, funding, and contractor support.
• Advises senior leadership on major mission and administrative programs with national impact, recommending goals, milestones, policies, performance measures, and operational improvements.
• Improves business processes by removing production barriers and developing solutions that enhance efficiency, quality, productivity, and mission outcomes.
• Coordinates with internal and external stakeholders, including headquarters, field offices, agencies, contractors, private industry, and other partners, to support program activities, communicate changes, and resolve complex issues.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/03/2026.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/03/2026.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

• Supervising, assigning work, setting priorities, evaluating performance, resolving employee issues, and identifying development needs for assigned staff
• Managing program resources, budgets, workloads, staffing, or operational priorities to effectively use personnel, funding, contractor support, and other organizational resources
• Supporting acquisition-related program activities and overseeing contractor performance, directly or through subordinate staff, including reviewing deliverables, resolving performance issues, or coordinating with acquisition and contracting personnel
• Developing and implementing program plans, procedures, goals, objectives, milestones, performance measures, or operational improvements involving substantial resources or significant operational changes
• Advising senior officials and coordinating with managers, stakeholders, contractors, or government partners to resolve complex program issues involving planning, resources, budgets, acquisitions, workloads, performance, or implementation
