ARMY TECHNICIAN VACANCY ANNOUNCEMENT

DUTY LOCATION: JFHQ-PR, United States Property & Fiscal Office (USPFO), Fort Buchanan, PRQualifications:IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
AREA 1 = All permanent Technician Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.
AREA 4 = Enlisted Prior (former) members of the Puerto Rico Army National Guard.
AREA 6 = Applicants who meet all requirements to become Enlisted of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).

DUTIES:
As an AGENCY PROGRAM COORDINATOR (APC) (D0989000),GS-0303-7, you will serve as the principal Army National Guard (ARNG) state level contact and administrator for the Government Travel Charge Card Program (Agency Program Coordinator, APC). Serves as the primary point of contact to for all matters concerning the Government Travel Charge Card Program.
PHYSICAL DEMANDS:
The work is primarily sedentary with some carrying of computer reports, boxes, or ledgers. There are no special demands.
WORKING ENVIRONMENT:
Work is usually performed in an office setting and requires the incumbent to exercise normal safe work practices.
QUALIFICATIONS:

GENERAL EXPERIENCE:
The applicant must have ONE (1) year of progressively responsible experience that demonstrates clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-06 or TWELVE (12) months of specialized experience performing or supervising duties such as drafting policies regarding operation of the charge card program within the state; performing program oversight of all travel charge card accounts; providing documents, briefings, and reports to the appropriate level of command/supervision; providing technical supervision of subordinate Local Program Coordinators; requesting, receiving and reviewing information reports; serving as primary point of contact for debt management for the travel card program; reconciling accounts and providing detailed interpretations, suggestions for action and recommendations for improvement based on the process.Education:SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.
