Job description
The Care Manager Director is responsible for overseeing Care Managment Program at assigned NMS location(s) under the supervision of the Program/Clinical Director. Expected areas of focus include but are not limited to 1) program management, 2) staff supervision and oversight, 3) provision of direct services and participation in a multidisciplinary team approach, 4) cultural competency and diversity, 5) documentation, 6) productivity and efficiency, 7) staff development and skill enhancement activities, 8) other duties and special projects as assigned and developed.

Essential Functions:
- Program Management: Functions an active member of the NMS Leadership Team overseeing Care Managment under the supervision of the Clinical/Program Director as evidenced by:
- Maintaining thorough knowledge of agency programs and services and regulatory requirements.
- Instituting and maintaining procedures and strategies to ensure and improve clinical and administrative effectiveness of program.
- Ensuring that all contract, state, and federal requirements for program are met, along with ensuring that all aspects of the program maintain satisfactory audit results.
- Maintains knowledge of and compliance with all policies impacting service delivery (i.e. CYFD, DHI, managed care guidelines, Medicaid regulations).
- Completing any data collection and P&P development requirements for program.
- Responsible for providing clinical supervision to intake, triage, and pre-admission procedures for all referrals in assigned catchment area/programs. Ensures new participants are linked in a timely manner to proper resources and agency services.
- Conducting regular review of clinical caseload activity to ensure services are adequate and contact by providers is made at a frequency appropriate to the clinical needs of the client.
- Participating in agency meetings as assigned representing Clinical Outpatient Services (which may include but not limited to Management Meetings, Operations Meetings, QM/UM Meetings, Clinical Review Meetings).
- Identifying and engaging in growth opportunities for assigned programs and overall agency.
- Participates in community outreach on behalf of the program, customer service to referring entities and community partners, trainings as assigned, and represents the organization in a positive and professional way in the community.
- Staff Supervision/Oversight: Acts as direct supervisor for outpatient direct service staff as evidenced by:
- Providing oversight and supervision to all program staff including but not limited to meetings, trainings, performance reviews, and discipline.
- Providing regular supervision (both clinical and administrative as appropriate) to assigned team members.
- Engaging in activities of ongoing training and professional development with supervisees to meet program service quality and productivity expectations.
- Functioning as hiring manager for assigned program(s).
- Coordinating and providing of initial training and orientation to new hires.
- Coordinating supervisees team members’ duties, schedules, and leave time to ensure sufficient program coverage.
- Supports program staff in crisis response and clinical decision making in consultation with Clinical Director.
- Clinical Service Delivery and Clinical Service Team Approach: Participates as an active treatment team member serving individuals with mental health and substance use issues as evidenced by:
- Demonstrating the ability to recognize and identify symptoms of mental illness and substance use.
- Participating as a member of a multi-disciplinary team approach to treatment and recovery.
- Completing and modeling all functions of clinical services including but not limited to completion of psychosocial assessments, treatment and safety planning, risk assessment, individual psychotherapy, and group psychotherapy.
- Maintains thorough knowledge of program functions for any assigned specialized programs including but not limited to as Case Management/Community Support Services and Health Home Services.
- Cultural Competence and Diversity: Provides culturally appropriate services to diverse populations as evidenced by:
- Providing services that are person-centered.
- Providing services that are culturally relevant.
- Providing a non-judgmental, open, and welcoming approach to diverse populations.
- Developing supervisees’ skills in offering services to diverse populations that are person-centered, culturally relevant, and non-judgmental.
- Documentation: Completed documentation that meets identified expectations as evidenced by:
- Documenting all services provided within expected time frames.
- Documenting all services provided in a manner that meets service definitions, regulatory standards, and agency expectations.
- Documenting all services provided in a manner that is person-centered and meets quality improvement goals.
- Overseeing program documentation to ensure that supervisees’ documentation meet requirements of agency, regularity entities, and quality improvement goals.
- Efficiency and Productivity: Consistently meeting established productivity standards as evidenced by:
- Demonstrating excellent organizational skills.
- Demonstrating effective use of time management techniques.
- Demonstrating the use of effective engagement skills.
- Consistently meeting established productivity standards.
- Demonstrating the ability to hire, train, support, and supervise service providers to ensure established productivity standards are met on a consistent basis.
- Staff Development Activities: Participates in staff development activities to increase skills and professional development as evidenced by:
- Participating in and completing all required trainings in an accurate and timely manner.
- Identifying and requesting training or skill enhancement opportunities.
- Engaging in cross-training activities with other team members.
- Attending and participating in supervision sessions and demonstrating the ability to apply supervisory recommendations to work performance.
- Identifying, developing, and facilitating in-house trainings in both group and individual format for staff members.
- Ensuring that all supervisees meet requirements related to staff training as identified by agency and regulatory standards.
- Other: Completes other administrative support duties and special projects as developed and assigned.
Education and Experience:
- Master’s Degree in a human services related field.
- Documented experience with co-occurring mental health and substance use disorders preferred.
- Independent clinical licensure in BH, or eligible; documented experience with co-occurring mental health and substance use disorders.
- EXPERIENCE: Dependent on type of education (see above). A minimum of two years working with target population. One year demonstrated supervisory experience preferred.
Knowledge and Skills:
Demonstrated success in the following areas:
- Ability to demonstrate all functions of clinical program staff.
- Ability to manage time to meet all deadlines.
- Ability to recognize and identify symptoms of mental illness and suicide and risk potential and respond appropriately.
- Good verbal and written skills.
- Bilingual (English/Spanish) is preferred but not required.
