Description

Primary Purpose of Position: The Director of Information Technology (IT) will provide leadership and vision to develop and implement information technology initiatives, solutions, and services. The Director of IT will work with members of the leadership and management teams to develop and execute the use of information technology to support business objectives, and will provide strategic and tactical planning, development, evaluation, and coordination of all information technology systems. The position will ensure alignment and integration of IT with the overall vision, mission, and values of MaineHousing.


Core Functions:


Supervise, coach, and develop staff

Provide guidance to staff in performance of their job responsibilities and resolving problem situations

Conduct regular coaching sessions with staff

Work with staff to develop individual goals

Determine training needs of staff and ensure necessary training is provided


Strategic and operational planning for IT

Lead the strategic planning effort for technology development and implementation 

Oversee and appropriately plan IT projects to ensure service delivery aligns with MaineHousing goals and objectives

Oversee support efforts using Information Technology Service Management (ITSM) to track and improve customer support.

Evaluate and monitor the implementation of IT procedures and provision of equipment for maximum efficiency and cost containment

Develop benchmarks for performance and system improvements

Maintain an effective project planning system to ensure that deadlines are met and costs are closely monitored relative to budgets

Monitor IT trends and regulations to ensure effectiveness, competency, compliance, and proper risk management

Work with departments to plan projects, solve problems, review schedules, increase efficiencies, and ensure effective communications

Develop information technology operations and capital budgets


Information technology functions

Work with departments to understand their business needs and align systems and applications to meet these needs

Direct the evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. 

Develop RFP's and negotiate IT acquisition contracts, soliciting involvement and participation of other management team members as appropriate

Coordinate use of data systems along with the Planning and Research Department to create effective management and stewardship of data

Maintain the IT disaster recovery plan to ensure timely and effective restoration of IT services in the event of a disaster


Information security

Serve as a member of MaineHousing's Information Security Committee

Develop and enforce policies and procedures to ensure the protection of enterprise IT assets and integrity, security, and privacy of information entrusted to and maintained by MaineHousing

Work with outside consultants to oversee penetration tests, configuration and vulnerability assessments, and business continuity planning

Oversee regular user training to ensure staff and business partners follow data security practices


Other duties as assigned


Working Conditions:  Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing office hours are Monday - Friday from 8:00am to 5:00pm.


Reports To: Senior Director of Operations                                            Supervises:  IT Team, 8 positions


The salary range for this position is $110,456 - $171,206.  All new employees will start at $110,456, unless otherwise agreed to by MaineHousing.  MaineHousing also offers a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.

Requirements

Education and Experience: A bachelor's degree in computer science or information systems and six years of information technology, information systems, and project management experience or a combination of ten years of experience, training, and education in a leadership role, and four years of supervisory experience preferred.

Skills and Knowledge: 

Ability to effectively lead and supervise others

Proven understanding of business principles and techniques of administration, organization, and management 

Proven experience in IT strategic planning and development, project management, database and application development, infrastructure design and installation, and policy development

Strong time management and organizational skills

Strong problem solving and analytical skills

Strong negotiation skills

Experience communicating effectively in front of groups

Excellent communication skills - ability to speak, write, and listen well

Ability to take initiative, to work independently, and to utilize creative and analytical skills to resolve issues
