Job description

Position Overview

The Learning & Development Manager plays a key role in developing the capabilities of Mullins Mechanical's workforce by leading the company's learning and development strategy across field operations, project management, safety, quality, and corporate functions. This position is responsible for creating and maintaining a scalable learning ecosystem that supports the development of craft professionals, field leaders, project teams, and future organizational leaders. Working closely with Operations, Safety, Quality, Human Resources, and executive leadership, the Learning & Development Manager ensures training programs align with operational priorities while helping employees build the skills needed to perform safely, effectively, and consistently. This role requires a strong understanding of workforce development, adult learning, organizational effectiveness, and the unique training challenges of the construction industry.

Key Accountabilities

Enterprise Learning Strategy & Workforce Development

  • Develop and execute a company-wide workforce development strategy that supports field employees, operational leaders, project teams, and corporate functions.
  • Partner with executive and operational leadership to identify critical skill gaps, workforce risks, and future talent needs.
  • Establish structured learning pathways that support employee growth from onboarding through leadership development.
  • Align learning initiatives with operational excellence, safety performance, quality standards, succession planning, and long-term business objectives.
  • Drive a culture of continuous learning across offices, fabrication facilities, and jobsites.

Learning Management System Governance

  • Serve as the business owner of the company's Learning Management System (LMS).
  • Establish governance standards for course organization, learning pathways, reporting, content management, and user experience.
  • Prioritize LMS enhancements, new functionality, and learning technology initiatives.
  • Ensure training programs and learning content are administered through a consistent and scalable framework.
  • Partner with team members responsible for LMS administration, reporting, and content management to support ongoing system effectiveness.

Construction Workforce Training

  • Partner with operational leaders to identify training needs across field operations, project management, fabrication, quality, and corporate functions.
  • Ensure training programs support safe work practices, quality standards, operational procedures, and construction best practices.
  • Support the development of structured onboarding, technical skills training, and field leadership training programs.
  • Promote consistency and standardization in training delivery across jobsites and locations.
  • Help ensure training programs effectively support workforce readiness and operational excellence.

Leadership Development Programs

  • Oversee the development and coordination of leadership training programs for current managers and emerging leaders.
  • Partner with HR and business leaders to align leadership training initiatives with organizational needs.
  • Ensure leadership programs are practical, relevant, and focused on building leadership capability within a construction environment.
  • Evaluate program effectiveness and recommend improvements based on participant feedback and business outcomes.

Team Leadership & Cross-Functional Collaboration

  • Lead, coach, and develop Learning & Development team members.
  • Establish team priorities, goals, and performance expectations.
  • Partner with Operations, Safety, Quality, Human Resources, and executive leadership to align training efforts with business priorities.
  • Build strong relationships with field leaders and internal subject matter experts to support effective training development and delivery.
  • Foster a culture of collaboration, accountability, and continuous improvement within the Learning & Development function.

Additional responsibilities may be assigned based on project needs and the individual's development within the role.

Success in the Learning & Development Manager role is demonstrated by:

Qualifications & Experience:

  • Bachelor's degree in Education, Organizational Development, Human Resources, Business Administration, Construction Management, or a related field.
  • 5+ years of progressive experience in Learning & Development, Training, Workforce Development, or a related discipline.
  • Demonstrated experience leading learning and development programs within a construction, industrial, skilled trades, utility, or similarly field-intensive environment required.
  • Experience designing, implementing, and managing training programs that support field personnel, supervisors, project teams, craft professionals, or operational leaders.
  • Experience partnering with subject matter experts to translate technical processes, procedures, and operational knowledge into structured learning programs.
  • Experience leading or supervising training personnel, instructors, coordinators, instructional designers, or learning professionals.
  • Experience managing or overseeing Learning Management Systems and learning technologies, including governance, content organization, and learning program administration.
  • Strong project management, communication, facilitation, and stakeholder engagement skills.
  • Demonstrated ability to build strong working relationships with both field and office personnel.
  • Knowledge of adult learning principles, instructional design fundamentals, and training program evaluation methods.
  • Experience supporting safety, quality, onboarding, technical skills, leadership, or compliance training programs.
  • Experience with enterprise Learning Management Systems preferred.

Working Conditions & Flexibility:

  • Position based in the Carrollton, GA office.
  • Regular interaction with office personnel, field employees, leaders, and external vendors.
  • Occasional travel to jobsites, offices, and training locations to support program development and delivery.
  • Ability to facilitate classroom, virtual, and hands-on learning experiences.
  • Ability to lift training materials and equipment up to 25 pounds occasionally.
  • Flexibility to support training events occurring outside normal working hours as business needs require
