The Air Force Civilian Service (AFCS) is looking for a Full-Time Program Manager, FMS Advanced Target Development (NH-1101-03) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC/ESN) at Hanscom AFB, MA.

Qualifications/Requirements:
In this position, you will serve as a Program Manager for Foreign Military Sales (FMS) Advanced Target Development (ATD) software acquisition programs. This GS-13 equivalent position requires you to manage the development, delivery, and training of ATD capabilities for Foreign Defense Forces, ensuring all efforts align with established cost, schedule, and performance goals.
U.S. Citizenship is required.
Must be able to obtain and maintain a TOP SECRET security clearance.
This position may be subject to random drug testing.
This position is eligible for limited situational telework; it is not a remote or full-time telework position. Primary duties are performed in a secure facility.
Prior defense acquisition program management experience at the GS-12 equivalent level is required. Foreign Military Sales (FMS) experience is desired.
Key Job-Related Skills:
FMS Program Management: Manage Foreign Military Sales (FMS) software acquisition programs, ensuring alignment with cost, schedule, and performance goals established in government-to-government agreements (Letter of Offer and Acceptance).
Interagency Coordination: Routinely coordinate and communicate with a diverse group of government agencies, including the Office of the Deputy Under Secretary of the Air Force for International Affairs (SAF/IA) and the Defense Security Cooperation Agency (DSCA).
International Stakeholder Engagement: Interface with and brief U.S. and international leadership, including foreign Ministries of Defense (MODs) and Partner Nation (PN) representatives, on program status.
Targeting Software Oversight: Manage the acquisition and delivery of Joint Targeting Architecture Software and Support (JTASS) precision weaponry targeting tools and capabilities.
