The Residential Caregiver makes a difference by providing a warm, nurturing, and loving home-like atmosphere for the youth to experience in a positive environment during a challenging time.

The ideal Residential Caregiver possesses a patient, empathic, and welcoming mindset to achieve positive results while engaging with the youth on a day-to-day basis.

This is a full-time onsite position. The ideal candidate will have prior caregiver experience. Administrative experience is required; Hours may vary.

Job Title: Program Director - TCS CARE FOR ALL Location: Blythewood, South Carolina

Position Summary: The Program Director is a key leadership position responsible for the overall operational management, strategic development, and quality assurance of our foster care youth home for girls. This role requires a passionate, experienced, and highly organized individual committed to creating a positive and therapeutic environment for residents. The Program Director will oversee staff, manage program activities, ensure compliance with all regulatory standards, and foster strong relationships with stakeholders to ensure the best possible outcomes for the girls in our care.

Key Responsibilities:

Program Leadership & Oversight: Develop, implement, and evaluate all therapeutic and recreational programs, ensuring they meet the diverse needs of residents and align with best practices in youth development and trauma-informed care. Provide direct supervision, mentorship, and performance evaluation to program staff, including Residential Supervisors, Care Coordinators, and Care Workers. Oversee the daily operations of the home, ensuring a safe, structured, and nurturing environment for residents. Implement and enforce policies and procedures, ensuring adherence to agency standards and regulatory requirements. Case Management Supervision: Collaborate with case management staff to ensure individualized service plans (ISPs) are developed, implemented, and regularly reviewed for each resident. Provide guidance and support to staff in addressing behavioral challenges and implementing therapeutic interventions. Ensure proper documentation and record-keeping in accordance with licensing and agency standards. Facilitate regular case conferences and team meetings to discuss resident progress and challenges.

Review the appropriateness of admissions of each child to the home, participate in developing reviewing, and updating child assessments and care plans, provide technical assistance to the group care staff and agencies and periodically review and update facility policies and procedures.

Staff Development & Management:

Foster a positive and supportive work environment that promotes teamwork, professional growth, and staff retention. Develop and deliver ongoing training to staff on topics such as trauma-informed care, de-escalation techniques, crisis intervention, and therapeutic parenting.

Conduct regular staff meetings and provide opportunities for professional development.

Compliance & Quality Assurance:

Ensure the program operates in full compliance with all local, state, and federal regulations governing foster care and residential youth facilities in South Carolina. Prepare for and participate in all licensing and accreditation reviews. Implement and monitor quality assurance measures to ensure high standards of care and program effectiveness. Maintain accurate and up-to-date program records, reports, and statistical data.

Stakeholder Relations & Advocacy:

Build and maintain strong working relationships with referring agencies, caseworkers, families, schools, and community partners. Act as a liaison between the program, families, and external stakeholders. Advocate for the needs and rights of residents within the foster care system and community. Represent the organization at community events, meetings, and conferences as needed.

Budget & Resource Management:

Manage the program budget effectively, ensuring responsible allocation of resources. Identify and pursue opportunities for program enhancement and resource development. Oversee inventory and procurement of necessary supplies and equipment for the home.

Qualifications:

Education: 

Bachelor's degree in social work, Counseling, Psychology, Child Development, or a closely related field required.

Experience:

Minimum of 2 years of professional supervisory experience child welfare, foster care, or a similar youth services setting. Strong understanding of foster care regulations and best practices in South Carolina. Experience in program development, implementation, and evaluation.

Skills & Abilities:

Exceptional leadership, supervision, and team-building skills. Excellent written and verbal communication skills, including public speaking and report writing. Strong organizational and time management abilities with attention to detail. Ability to manage multiple priorities and work effectively under pressure. Proficiency in Microsoft Office Suite (Word, Excel, Outlook). Knowledge of trauma-informed care principles and practices. Crisis intervention and de-escalation skills. Ability to maintain professional boundaries and confidentiality. Valid South Carolina Driver's License and a clean driving record. Successful completion of background checks and drug screening.

Preferred Qualifications:

Licensed Social Worker (LSW), Licensed Professional Counselor (LPC), or equivalent licensure in South Carolina.

Experience with therapeutic models specific to adolescent trauma (e.g., CBT, DBT, TF-CBT).

Familiarity with electronic health record (EHR) systems.

Working Conditions:

This position primarily operates within a residential home environment.

May require occasional evening, weekend, or on-call availability for crisis situations. Ability to lift up to 25 pounds and participate in recreational activities with residents.
