What is the Opportunity?

At Aecon, we are building some of the most impactful infrastructure projects across Canada. As a leader in deep foundations and geotechnical construction, Aecon Foundations is seeking an experienced Business Development / Estimating Manager to help drive growth, strengthen client relationships, and lead our estimating function.

Reporting to the Vice President, this key leadership role will be responsible for overseeing the estimating team while driving strategic business development initiatives across target markets. You will work closely with senior Aecon leaders, joint venture partners, consultants, and clients to identify opportunities, develop winning pursuit strategies, and ensure the delivery of accurate, competitive, and compliant project estimates.

The successful candidate will play an integral role in shaping the Aecon Foundations business plan, supporting the broader Aecon Civil strategy, and contributing directly to the growth and profitability of the business.

 

What You Will Do Here:

Business Development Leadership

  • Collaborate with the Vice President, Foundations and other Aecon business development teams to identify, evaluate, and prioritize strategic opportunities.
  • Develop and execute business development plans for target clients, markets, and sectors.
  • Lead and coordinate pursuits from opportunity identification and qualification through estimating, proposal submission, and post-submission follow-up.
  • Prepare and submit prequalification packages, Expressions of Interest (EOIs), and related pursuit documentation.
  • Establish and maintain strong client relationships while identifying new business opportunities and managing lead follow-up activities.
  • Provide strategic guidance, planning support, and market intelligence to prospective and existing clients.
  • Support the development of marketing materials, client presentations, and overall business development initiatives.
  • Maintain awareness of Aecon's strategic priorities, core values, and competitive differentiators.
  • Ensure proposal templates, project profiles, and pursuit information are maintained, current, and readily accessible for future opportunities.
  • Coordinate proposal efforts with partners, consultants, subcontractors, and joint venture teams as required.

Estimating Leadership:

  • Partner with the Civil Estimating Director and estimating teams across Aecon to optimize estimating resources and maintain consistent best practices.
  • Develop bid execution plans and manage estimating schedules to ensure all proposal milestones and submission requirements are achieved.
  • Lead the preparation, review, and delivery of accurate and competitive cost estimates and proposal submissions.
  • Provide leadership, mentorship, and coaching to estimating staff while supporting employee development and succession planning.
  • Develop resource forecasting and look-ahead plans to support workload management across the estimating team.
  • Oversee the preparation of written proposal content, qualifications, clarifications, and pricing recommendations.
  • Conduct risk assessments, review contractual terms and conditions, and lead pre-bid reviews and bid closing meetings.
  • Ensure compliance with Aecon's estimating policies, risk management practices, and standard operating procedures.
  • Support project handover activities for awarded work and monitor estimate performance to drive continuous improvement.
  • Build and maintain strong relationships with clients, consultants, subcontractors, and suppliers.
  • Contribute to special projects and other duties as required.

What You Bring to the Team:

  • Extensive experience in business development, estimating, and/or preconstruction leadership within construction, civil infrastructure, foundations, or heavy civil markets.
  • Proven ability to identify opportunities, develop pursuit strategies, and successfully win work in a competitive environment.
  • Strong knowledge of estimating principles, bid management processes, risk assessment, and proposal development.
  • Experience leading and mentoring high-performing estimating or business development teams.
  • Demonstrated success building and maintaining relationships with clients, consultants, subcontractors, and industry partners.
  • Strong commercial acumen with the ability to evaluate project risks, contractual requirements, and business opportunities.
  • Excellent communication, presentation, and stakeholder management skills.
  • Ability to manage multiple pursuits and deadlines while maintaining a high level of accuracy and attention to detail.
  • Strong organizational, leadership, and strategic planning capabilities.
  • Degree or diploma in Engineering, Construction Management, Business, or a related discipline is considered an asset.
  • Professional designations such as P.Eng., PMP, Gold Seal, or equivalent are considered an asset.
