Job description

The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Program Manager to provide Contract Management of Information Technology (IT), IT logistics, and cybersecurity support services for our government customer in Aberdeen, MD.
Will require some travel to geographically dispersed base support locations.
DESCRIPTION OF RESPONSIBILITIES:
  • Provide onsite Program Management at APG, MD during normal duty hours and perform oversight and management for contract and staff
  • Be the central point of contact with the Government for performance of all work under this Contract Agreement
  • Act in full authority to bind the contractor for prompt action on matters pertaining to execution of the Contract Agreement to the Contracting Officer (KO) and COR
  • Works with the COR and KO to ensure mission requirements are met
  • Works with leadership on matters concerning the contract including negotiating and approving modifications, all actions necessary to ensure contract compliance and proper performance on assigned work, hiring, firing, and assigning personnel, and taking all actions necessary to ensure contract compliance and proper performance
  • Responsible for compliance with all regulations and orders of the Commanding Officer, respecting identification of employees, movements on installation, parking, truck entry, and all other military regulations, which may affect the work
  • Ensures adherence to quality standards and reviews project deliverables
  • On-site management must be available 24 hours to respond to any Government concern or situation
  • Coordinate work schedules, travel requirements, reporting, accountability, conduct, and performance of assigned program personnel
  • Provide a monthly technical status that details the technical accomplishments for the reporting period, any known issues that could affect future performance of contract requirements and risk mitigation
  • Provide a monthly status of contract (cost, schedule, performance); action item status; status of Government-furnished property (GFP); listing of CDRL status; meetings attended; summary of minutes from meetings and trip report summary
  • Provide electronic submission of all monthly invoices for the prime and all subcontractors in WAWF
  • Provide an electronic weekly labor report to the COR separated by each location for the preceding week for the prime and all subcontractors
  • Oversee the preparation, execution and monitoring of projects within the budget policies and procedures of contract. Ensure that all projects are delivered on-time, within scope and within budget
  • Other duties as assigned by Supervisor

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Relevant education/experience must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.).
  • Must possess a minimum of a Highschool Diploma/GED & eighteen plus (18+) years' relevant experience; OR
  • a minimum of an associate's degree - Directly Related & thirteen plus (13+) years' relevant experience; OR
  • a minimum of a bachelor's degree - Directly Related & eleven plus (11+) years' relevant experience; OR
  • a minimum of a master's degree - Directly Related & nine plus (9+) years' relevant experience
  • Must possess at least one (1) certification in the project management field

REQUIRED SKILLS AND EXPERIENCE:
  • Must have a minimum of ten (10) years' of experience leading fifty (50) or more employees.
  • Direct Experience in DOD Computing Environment, Security+ (or equivalent DOD Directive 8570.1 IAT II)

DESIRED SKILLS AND EXPERIENCE:
  • Experience with project tracking, providing detailed work plans, schedules, project estimates, resource plans, and status reports
  • Knowledge of FAR regulations and requirements
  • Knowledge of Department of Defense (DoD) network security requirements
  • Knowledge of network design, operation, and maintenance
  • Knowledge of DoD Cybersecurity requirements
  • Knowledge of and experience with help desk support and operation
  • Knowledge of networking and network-based software applications
  • Demonstrated ability for oral and written communication with the highest levels of management
  • Expert knowledge of IT Systems and understanding of Networking and Computer Information Systems

REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be U.S. Citizen. (Foreign nationals/immigrant aliens are not authorized to work on this contract.)
  • Must hold minimum of Secret Clearance with the ability to obtain/maintain Top Secret clearance is required
