Job description

Cahuenga Park Branch Literacy Center and Echo Park Branch Literacy Center
BACKGROUND
The Los Angeles Public Library has an emergency appointment opportunity for one (1) Community Program Assistant II. The Community Program Assistant II will be assigned to the Library's Education and Literacy section.
WORK SCHEDULE:
The Education and Literacy section offers 5/40 work schedules, that includes evening and weekend hours.
DUTIES AND RESPONSIBILITIES
The Community Program Assistant II performs the following duties, including but not limited to:
  1. Create a welcoming environment in the Literacy Center for program participants and visitors.
  2. Conduct email, phone, and in-person outreach in the local community. Create presentations for various groups including neighborhood councils, adult schools, parent groups, support groups, and other community-based organizations that serve a relevant client base.
  3. Recruit, interview, train, and mentor volunteers in adult literacy methods via one-on-one coaching, group Tutor Chats, and by referring volunteers to the strategy database. Ensure that volunteers feel supported as they begin tutoring, teaching, or leading walk-in tutor sessions.
  4. Recruit, interview, assess, and place adult learners in adult literacy programs pathways within Adult Literacy or Careers Online High School. Provide technical support or referrals for adult learners so they can access classes and curricula.
  5. Act as the department point person for online classes, supporting volunteers as needed.
  6. Communicate regularly with program participants, respond and follow up with monthly volunteer reports, and maintain accurate information in our database. Ensure volunteers comply with the Volunteer Adult Literacy Pledge, including completing reporting requirements.
  7. Be knowledgeable about the Literacy Center collections to make tailored recommendations to program participants. Maintain resources in the Literacy Center and request purchases.
  8. Collaborate with librarians and your supervisor to facilitate and promote educational workshops for enrolled participants.
  9. Collaborate on program-wide service improvements and innovations.
  10. Provide coverage for other Literacy Centers.
  11. Other duties as assigned.

REQUIREMENTS
  1. Graduation from a recognized four-year college or university; or
  2. Four years of full-time paid experience performing work related to social services, community services, counseling, job training and employment programs, youth programs, child development, gang prevention or education.

DESIRABLE KNOWLEDGE AND SKILLS
  1. Deals tactfully with the public and offers individualized customer service reflective of a focus on learner-centered instruction and services.
  2. Demonstrates a strong desire to work with adults of diverse cultures, languages, and experiences.
  3. Has excellent written and communication skills and ability to read, interpret, and follow both detailed oral and written instructions.
  4. Has excellent computer skills including ability to use and assist learners with their use of Microsoft Office, Google Workspace, Zoom, email, and similar programs.
  5. Has excellent organization skills with attention to detail.
  6. Enjoys working both independently and collaboratively.
  7. Believes in the transformative power of adult literacy and education.
  8. Teaching experience or background, particularly with adult learners.
  9. Knowledge of Los Angeles Public Library resources and services and local neighborhood resources and services.

EMERGENCY APPOINTMENT NOTICE
Emergency appointments are NOT automatically registered to take the civil service examination when it becomes available. An appointee to an emergency appointment position will need to apply to take the exam when the bulletin opens, like all other candidates. To transition into a regular civil service position, an emergency appointee would need to pass the examination and score high enough to be reachable when the Department certifies the eligible list. If the emergency appointee is not reachable, their emergency appointment will end. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list.

An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list. No emergency appointment can exceed one year. (City Charter Section 1013).
