Barbaricum is seeking a seasoned Program Manager to lead execution under a high-impact Research, Development, Test, and Evaluation (RDT&E) Task Order in support of the Power and Energy Systems Division (JXM) at NSWC Crane. This work supports the Information Analysis Center (IAC) Multiple Award Contract (MAC) and involves advancing next-gen battery technologies, system integration, and lifecycle sustainment across mission-critical platforms.

Responsibilities:

  • Manage complex RDT&E efforts with multi-project oversight, delivering technical and scientific outputs in support of missile, shipboard, and aircraft energy systems.
  • Manage multidisciplinary teams of SMEs, analysts, engineers.
  • Lead coordination and communication across NSWC Crane stakeholders, Government sponsors, and subcontractors.
  • Support development and refinement of Project Management Plans (PMPs), Monthly Status Reports (MSRs), and Final Technical Reports (FTRs).
  • Ensure timely delivery of Contract Data Requirements Lists (CDRLs) and compliance with Service Summary performance thresholds.
  • Guide rapid prototyping efforts and ensure efficient acquisition and tracking of Other Direct Costs (ODCs), equipment, and subcontractor onboarding.
  • Interface with Crane's MIPR and financial management processes, ensuring smooth flow of funds and accurate burn tracking across multiple cost-plus-fixed-fee (CPFF) projects.
  • Serves as the primary interface between the Government and the Contractor Team.

Qualifications:

  • Active DoD Secret Clearance.
  • Eligible for and experienced with handling COMSEC material and working in classified environments.
  • Deep understanding of NSWC Crane's mission, organizational structure, and business/contracting processes.
  • Prior experience managing work at Crane, including firsthand knowledge of technical workflows, customer expectations, and Crane's operational tempo.
  • 7+ years of relevant experience in DoD R&D program management, including direct CPFF contract execution.
  • Experience working under an IAC MAC or similar multi-award environment strongly preferred.
  • Familiarity with MIPR processes, rapid subcontractor onboarding, and execution of high-value ODC purchases.
  • Strong knowledge of DFARS, DoD acquisition standards, and deliverable compliance.
  • Excellent written communication and stakeholder briefing skills.
  • Lead for formulating, guiding, and directing the technical approach; and defining and negotiation with NSWC personnel for necessary resources.
  • Experience planning and managing complex tasks—sometimes under tight budget and time constraints—across a geographically dispersed and remote/virtual workforce

Preferred Qualifications:

  • PMP Certification.
  • Technical background in energy systems, power storage, or systems engineering.
  • Experience supporting classified work including clearance management and secure facility access.
  • Experience overseeing lab, warehouse and logistics operations.
  • Experience with Scientific and Technical Information (STI) specific.
