Project Overview:

Job Summary:

The Subcontract Technical Representative will support and oversee field subcontracts. Maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal, or technical issues. Preparation of change orders and amendments and resolves any technical issues. #LI-CL1

Major Responsibilities:
  • Primarily interfacing with assigned subcontractors, can potentially be expanded to include other subcontracted scopes.
  • Overall planning, coordination, and scheduling of subcontractor work. Interface with Lead Superintendents, Lead Field Engineers, the direct hire team and other team members; serve as a focal point for coordination of work for assigned subcontracts.
  • Monitoring and inspecting the subcontractor’s quality of work, validating subcontractors installed quantities and monthly progress payments and invoices.
  • Monitoring subcontractor force account, time and management reports, and coordinating subcontractor’s activities with work performed by others.
  • Performing surveillances and inspections of subcontractor’s work to confirm compliance with subcontract requirements; monitoring subcontractor submittals and coordinating project review of same and coordinating with Engineering when applicable.
  • Exercises professional judgment within the framework of broad guidelines provided by superiors.
  • Providing direction to subcontractors, construction office technical or clerical personnel.
  • May participate as the Construction representative during the formation and bid, evaluate, and award phases of assigned subcontracts, and monitoring the subcontractors’ work processes to ensure adherence to the principles of the Integrated Safety Management System to ensure health and safety of the worker, and quality, productivity, and consistency of the workplace.
  • Operates with considerable latitude, exercising independent judgment and utilizing construction knowledge and experience in the resolution of typical questions and problems which may arise.
  • Manages and coordinates Subcontractor Construction Work Packages (CWPs) to support subcontract activities in the field.
  • Manages subcontract-specific Condition Reports including creating Corrective Action Plans and participating in Casual (apparent/root) Analysis.
  • Coordinates subcontract execution and scheduling needs with Project Controls, Lead Superintendents, and Lead Field Engineers and/or Area Team.
Education and Experience Requirements:
  • Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
  • Working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs).
  • Demonstrate commitment to a “Zero Accidents” safety program. Demonstrated oral and written communication skills with Intermediate Microsoft Office skills.
  • Construction Field experience in execution of a subcontract and direct hire related to heavy structural steel. Understanding of Cost Accounting Standards, and determination process for applicability to the work.
  • Previous experience as a Quality Control Representative.
  • Previous experience managing construction subcontracts and field design changes.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment Demonstration of strong safety culture and experience.
