Job Description
A great contingent opportunity exists for a bright, well-organized and spirited individual to support the Navy Maritime Maintenance Enterprise Solution (NMMES) Sustainment and Modernization Support program. NAVSEA 04I Program Management Office-Information Technology (PMO-IT) has the lead for ensuring an affordable maintenance solution is in place and operating worldwide in support of the Ship Maintenance Community (SMC). In support of this goal, PMO-IT has the requirement for Information Technology (IT) support to provide sustainment and development/modernization solutions for current and future GOTS/COTS systems. This support focuses on rapid deployment, flexibility, and the use of common open operating architecture where applicable to meet SMC needs. The role will be to act as Suntiva's Subject Matter Expert and Team Manager providing operations support and sustainment services for systems engineering, testing, and evaluation of hardware and software information technology systems, hardware design, procurement assistance, system integration, software maintenance (i.e. upgrades, fixes, and coding repairs), data center operations support, and Information Technology (IT) facility management. Based in Norfolk, VA, in this position, you will:
  • Provide Task Order management. Manage schedules, deliverables, financials, personnel, and team QA. Interact with other team members, contract partners, and Ship Yard stakeholders.
  • Under broad direction, provide expert support, analysis and research into exceptionally complex problems, and processes relating to the subject matter. Serve as technical expert on executive-level project teams providing technical direction, interpretation and alternatives.
  • Apply extensive technical expertise, and have full knowledge of other related disciplines. Guide the successful completion of major programs and may function in a project leadership role.
  • Develop technical solutions to complex problems that require the regular use of ingenuity and creativity. Work is performed without appreciable direction. Exercise considerable latitude in determining technical objectives of assignment.
  • Think independently and demonstrate exceptional written and oral communications skills.
  • Act as a Team Manager providing Human Resource management including annual reviews, HR intervention, and career management/mentoring activities of 15-25 Sunitiva personnel in a large scale multi-company project.

Qualifications
What You Need For This Position:
  • Bachelor's Degree from an accredited institution;
  • At least 8 - 12 years of broad Information Technology experience with skills in areas such Information Systems Architecture, Telecommunications Systems Design, Architecture, Implementation, Information Systems Integration, Software Development Methodologies, Security Engineering, Communications and Network Systems Management), or a specific functional area (e.g., finance, logistics, and operations research);
  • At least 5-7 years of experience managing/leading projects and teams including the development of project goals and objective, plans, timelines, and providing quality assurance of deliverables;
  • Experience with Federal government clients with the ability to identify, understand, react to and provide creative solutions to challenges within and specific to that environment;
  • Strong facilitation skills and the ability to build relationships and interface with senior level government leaders;
  • The ability to juggling many different types of tasks at one time with the ability to work within project scope, flexibility and comfort operating in a fast paced environment;
  • Working knowledge and experience in the use of MicroSoft Project;
  • Active Secret Clearance

If You Have This, It Is A Plus
  • Master's Degree in Information Technology or a related field is highly preferred.
  • Understanding and experience of established NMMES systems such as Advanced Industrial
  • Management System (AIM), Navy Workload and Performance System (NWPS), and Supervisor's Desk (SUPDESK).
  • Software/Systems Engineering using Agile methodologies, with the ability to tailor to a specific systems engineering process and software development tools.
  • Use of PMO-IT SDLC tools. (Serena Business Manager, Serena Dimensions, IBM Rhapsody, IBM DOORS, and HP Application Lifecycle Management (ALM) and Unified Functional Testing (UFT)) -Database Programming - schema design, architecture, performance tuning, SQL scripting, database consolidation, database migration, system backups and database admin.
  • IT Infrastructure Support - hosted environment operations.
  • System Administration - sys admin, help desk support, trouble ticket resolution.
  • Best practice certification in project management or IT related discipline such as PMP, Six Sigma, ITIL, CISSP etc.
